SULTAN LOWERS UTILITY RATES

At a packed council meeting on Thursday, January 12, 2012, the Sultan city council approved a number of measures to reduce utility rates for water, recycling and Comcast cable services. As a result of the changes, most homeowners will see a 3.76% increase instead of a 5.7% increase in their combined utility bill for water, sewer, garbage, recycling, and storm water. This is a $5.50 per month savings for the average household. "The city council and I have been looking for ways to provide relief to homeowners on their utility bills while still ensuring the city maintains tax payer owned assets", commented Mayor Carolyn Eslick. "I think we’ve achieved both those goals with the approved utility rate changes."

The city had planned a $3.56 increase to water rates effective December 1, 2011. The proposed increase would have paid to finish replacing mechanical water meters with newer, and more accurate, electronic meters. Council member Kristina Blair requested the city council look at postponing the electronic meter replacement program until 2013. The city council approved the delay which reduced the proposed increase from $3.56 to $.71 effective February 1, 2012. The $.71 increase will allow the city to set aside $30,000 for a generator to provide fire flow to residents and neighborhoods along Sultan Basin Road during power outages.

In a separate move, the council approved reducing recycling rates. Homeowners will see a $.50 decrease from $9.35 to $8.85. The reduced recycling rates will be reflected on customer’s March bills. At the same meeting, the city council also discontinued collecting a $.25 per customer per month fee for Comcast Cable subscribers. The $.25 fee was used to upgrade equipment to support the public, education and government channel (Channel 21). The equipment has been purchased, and the $.25 is no longer needed. Channel 21 is shared by the communities of Sultan, Monroe, Snohomish and Lake Stevens.

SULTAN SEEKS TO FILL PLANNING BOARD VACANCY

Are you interested in the future of Sultan? Would you like to make a difference in your community? Sultan community members with an interest in the future growth and character of the city are invited to apply for one of two vacancies on the Sultan Planning Board - planning board member Steve Harris resigned from the board to focus more time on running his business; Ken Marshall’s seat was vacated when he was appointed to serve on the city council in December.

The Sultan Planning Board consists of five (5) members appointed by the Mayor and confirmed by the City Council. Board members are expected to attend regular Planning Board meetings held at 7:00 P.M. on the first and third Tuesdays of each month. Special meetings are held occasionally to meet with the City Council or cover other business. The Planning Board advises and makes recommendations to the City Council on all matters relating to the future physical development of the city with respect to land use and development zoning and subdivision regulations, and the city's Comprehensive Plan.

Interested community members are invited to apply for either a short term position ending on June 30, 2012 and available for reappointment to a full two-year term; or a long term position ending on June 30, 2013 also available for reappointment to a full two-year term. The application deadline is 4:00pm on Friday, January 27, 2012. SULTAN CONSIDERS PRIVATIZING GARBAGE SERVICE

The Sultan City Council will hear a presentation from Allied Waste on the regulations and alternatives for solid waste (garbage) collection in Washington State at the city council meeting on Thursday, January 12, 2012. The city council meeting begins at 7:00PM in the Sultan Council Chambers located at 319 Main Street. The presentation will begin shortly after the start of the meeting.

The presentation by Allied Waste was prompted by councilmember Kay George’s proposal to privatize the city’s garbage service. Councilmember George has expressed interest in lowering garbage rates and reducing the number of city staff. "I am asking the city council to take a look at the numbers and decide what to do." Under a cost comparison prepared by George, some city residents could see their garbage rates cut in half. "This is the first opportunity for the city council to hear more information about the various alternatives for collecting garbage in Washington State," noted Mayor Carolyn Eslick. "The city council will need to carefully consider the impacts on other city services before making a final decision to privatize the garbage utility and reduce staff."

The city collects garbage from residents and businesses three-days per week. The city owns the garbage truck and disposes solid waste at the Snohomish County drop box located in Sultan on Cascade View Drive. The city’s garbage utility funds 3.61 full-time equivalent employees including two employees who provide garbage service three days per week. The other two-days per week these same employees maintain the city’s parks, streets and utilities.

The city completed a garbage rate study in 2009 and adopted a five year rate schedule which went into effect on July 1, 2010. Garbage rates have increased 14% since the new rate schedule was adopted. Prior to adopting the rate schedule, garbage rates had not increased since 1994. The current rate increases are needed to raise money to purchase a fully automated garbage truck in 2015, supply 96-gallon toters to all city residents and establish a 90-day operating reserve fund. If the city’s garbage utility is discontinued in favor of privatization, the funds will be reallocated to other city uses.

City of Sultan Notice of Public Hearing

The City of Sultan Planning Board will conduct a Public Hearing on January 17, 2012, at or shortly after 7:00 p.m. in the Council Chambers, located at City Hall, 319 Main Street, Sultan, Washington. At this time, public comments will be taken on the adoption of a New Land Division Code, to be Title 19 of the Sultan Municipal Code and to repeal Land Division Procedures from Title 16 and Title 21, as those procedures will be included in updated form in the proposed Title 19.

The Land Division Code, commonly called a Subdivision Code, establishes the procedures and standards for all land division and property boundary applications. The code addresses the same land division applications as are included in the current "Title 19, Sultan Unified Development Code". Those procedures are: Boundary Line Adjustments; Short Plats; Subdivisions; and Binding Site Plans. The land division procedures are being removed from other parts of the Sultan Municipal Code (Title 16 and Title 20) and consolidated into the new Title 19 for ease of public understanding and more effective and streamlined application processing.

Sultan Hosts FREE Business Workshop for Budding Entrepreneurs

Sultan Mayor, Carolyn Eslick will host a FREE Business Workshop on Entrepreneurial Planning. If you think entrepreneurship is for you, attend this FREE Workshop to learn how to start your own business.

The workshop will be held in the Sultan Visitors Information Center, 320 Main Street from 8:00 AM to 9:30 AM on Friday, January 20th.

"I use real world experience to guide each participant through discovery of their values, goals, and passion" said Mayor Eslick. "Through the workshop we uncover a roadmap to turn that passion into profit, giving the audience an entrepreneurial edge."

This is the first of four Business Workshops hosted by Mayor Eslick to help the small business owners succeed and prosper. Mayor Eslick is the founder of GROW Washington, a not-for-profit organization created to help Washington entrepreneurs become sustainable businesses.

Sultan Adopts 2012 Budget

By a vote of 5-to-2, the Sultan city council adopted a $7.8 million budget at its final meeting on December 8, 2011. The city council approved a last minute reduction in a planned $3.15 water rate increase that would have gone into effect on December 1, 2011. Instead, the city council will consider a $1.04 increase at its first meeting in January. The smaller increase was approved to cover the cost of a $30,000 down payment on a generator to increase fire flow to the Rosewood neighborhood, and other areas south of the water treatment plant during power outages. The lower water rate is possible because the city council postponed a planned $77,000 expenditure to purchase additional electronic water meters until 2013.

"I am pleased to report that despite the most difficult recession in over 70 years, the 2012 budget keeps intact most of the services and programs the Sultan community depends on including 24/7 police protection, animal control services, park maintenance and street repair" Noted Mayor Carolyn Eslick. "Volunteers have been a very big part of Sultan's success in 2011 and we will continue to need active community support again next year", added Eslick.

The 2012 general fund budget anticipates a $190,000 reduction in revenues. Revenues in the general fund are used to support police services, street and park maintenance and economic development efforts. General fund revenues have decreased from $1,927,374 in 2011 to $1,737,307 in 2012 a 9.8% decrease. The largest impact to the 2012 general fund budget is a 12% reduction in property tax revenues – approximately $75,000. The decline in real property assessed values pushed the city to its maximum levy rate of $1.60/$1,000. The city collects approximately $320 in property taxes on a $200,000 home.

Major efforts funded in the 2012 budget include improvements to the waste water treatment plant; completion of the southern extension of Sultan Basin Road to serve the industrial park; road reconstruction, water main replacement and storm water improvements on Second Street between Birch and Date; storm water projects to reduce flooding on Sultan Basin Road and Dyer Road; and installation of three more emergency sirens in the city. The city will also be working to rebuild the Boys and Girls Club; finalizing changes to development regulations and updating the zoning code. In 2012 the city will make the final payment on the $1,000,000 Public Works Trust Fund loan borrowed in 2006 to redesign the waste water treatment plant to serve future customers. The city has been aggressively paying off its debts and has reduced its debt obligations by $3.5 million since 2008.

For the first time in its history, the city will submit the approved 2012 budget to the Washington Finance Officers Association (WFOA) for a distinguished budget award. The city council believes the 2012 budget exceeds the award requirements. The budget document is complete, clear and understandable and was developed using solid financial planning practices. Copies of the budget materials, reviewed by the city council, are available on the city's website. Printed and electronic copies of the final budget document are typically available 90-days after adoption.

Sultan Seeks Comments on New Requirements for Building Near Natural Gas Distribution Pipelines

The Sultan City Council will consider a proposal to develop a Pipeline Overlay Zone at the City Council meeting on Thursday, December 8, 2011. The Overlay Zone would require property owners to "consult" with Williams Pipeline before planning or building next to the natural gas distribution pipeline that runs adjacent to the northern border of the City.

The city council meets at the Sultan City Hall, located at 319 Main St. in Sultan. The meetings begin at 7:00pm. There is an opportunity to comment on the proposal during the public comment period before and after the meeting. Community members are invited and encouraged to attend the city council meeting and provide input on the proposed regulations.

The proposed Pipeline Overlay Zone notifies property owners of the location of the pipeline, and requires coordination with Williams, the pipeline owner, before permits are issued for building projects within 500 feet of the pipeline. The proposed zone also prohibits development of schools, nursing homes, and other high-occupancy facilities within 250 feet of the pipeline. This proposed Pipeline Safety Overlay Zone DOES NOT:

  • Prevent a property owner from developing their property.
  • Change the zone that is currently on the property.

  • Place an Overlay Zone on property within 500 feet on either side of the pipeline.
  • Make property owners aware of the location of the pipeline.
  • Require property owners to show the location of the pipeline on development applications if the project is within 500 feet of the pipeline.
  • Prohibit schools, nursing homes, and similar facilities within 250 feet of the pipeline.
  • Require property owners to coordinate with Williams Pipeline before filing a final development application or building permit.
  • Allow the City to require safety measures to be designed into the proposed project to protect against pipeline failure if advised by Williams Pipeline Allow the City to issue building permits once the property owner has coordinated with Williams Pipeline Co.

The planning board considered the new rules at a public hearing on November 15, 2011. Comments on the proposed consultation zone included concerns that the measure would result in a "taking of private property without compensation". The recommendation from the planning board is to remand the issue back to the planning board for additional work.

Ken Marshall Appointed to Sultan Council

The city council took action at its November 22, 2011 meeting to appoint Ken Marshall to the Sultan City Council. The appointment is effective until the next General Election for Sultan city council members in November 2013. Marshall will replace Sam Pinson who resigned from office in October to spend more time with his family. Marshall will be sworn into office at the city council meeting on Thursday, December 8 after the start of the regular council meeting at 7:00pm. The public is invited to attend the council meeting held at 319 Main Street in Sultan.

Ken Marshall grew up in Sultan and has lived in the Sky Valley all his life. He moved back to Sultan, from Gold Bar, with his wife in 2005 to raise his family. Marshall was appointed to the Sultan Planning Board in August 2011. He hopes to promote growth and change. He believes he has a lot of fresh ideas to bring to the City of Sultan Council. His top priorities are generating more businesses to set up in Sultan and motivating young people to get involved in the community.

Several council members explained their decision to support Ken Marshall for the position was based on Marshall’s deep interest in giving back to his community through public service. The city council also expressed their thanks to other three well-qualified candidates for their interest in the position. "This was a very difficult decision," noted councilmember Joe Neigel. "Each of the candidates would be capable of serving the community well," he added.

Four Candidates Seek Appointment to Sultan Council

Four Sultan residents have submitted applications to replace Sam Pinson who resigned from the City Council in October citing the need to spend more time with his family. The Sultan City Council will interview the four candidates: Bart Dalmasso, Larry Foley, Ken Marshall, and Marianne Naslund at 6:30PM on Tuesday, November 22, 2011 at the City Council Chambers located at 319 Main Street in Sultan. The interviews are open to the public.

In accordance with Washington State law, the Council appoints replacements to vacant positions. The Council will hold an executive session, following the interviews, to discuss the candidate’s qualifications on November 22. The decision to select a candidate is scheduled for the regular council meeting on December 8, 2011. The newly appointed council member will begin serving in January, 2012. The replacement will serve until the position is filled by election in November 2012.

Bart Dalmasso has been a Sultan resident since 2000. He is interested in finding ways to help people who are facing foreclosure as well as others who may soon be facing the same fate. Dalmasso believes he can find ways to reduce the cost of city government and attract business to the city in order to increase revenues. His top priorities are improving roads and increasing support for local businesses.

Larry Foley has been a city resident for over four years. Foley was appointed to the city’s planning board in March 2011. He has worked with youth through the Sultan Turks Sports Association, serving the association for several years. Foley’s top priorities are growing business opportunities in Sultan, improving the city’s roads and parks and improving activities for children to make Sultan a safer place to live and play.

Ken Marshall grew up in Sultan and has lived in the Sky Valley all his life. He moved back to Sultan, from Gold Bar, with his wife in 2005 to raise his family. Marshall was appointed to the Sultan Planning Board in August 2011. He hopes to promote growth and change. He believes he has a lot of fresh ideas to bring to the City of Sultan Council. Marianne Naslund has lived with her family in Sultan for eighteen years. Naslund is committed to public service and believes it is important not just to complain about a problem but work with others to find solutions. She would like to foster a long-range plan for public safety. Her priorities are economic development, working with law enforcement and block watch to ensure citizens feel safe, and coming up with a plan to repair or replace the city’s aging streets.

"The Sultan community is very fortunate to have four highly qualified candidates interested in serving their community," stated Mayor Carolyn Eslick. All of the candidates are very dedicated and capable people. Any of the candidates would be a great addition to the Council," she added.

Sultan Boys and Girls Club Site Selection is Under Way

The City Council will receive initial Boys and Girls Club site selection findings from TCF Architecture at the November 10, 2011 regular meeting in the Sultan City Council Chambers at 7:00 P.M.

The initial findings will be reviewed by the Mayor’s Blue Ribbon Committee on November 14th.

The City Council will receive a final recommendation from the Blue Ribbon Committee at its meeting on Tuesday, November 22, 2011 at 7:00 P.M. (Note that the meeting for Thanksgiving week has been moved to Tuesday.)

After the Sultan Boys and Girls Club was destroyed by fire on Christmas Eve, 2010, Mayor Carolyn Eslick appointed a Blue Ribbon Committee of youth and adults to guide site selection for the new building. TCF Architecture of Tacoma was brought on to assist the Committee in the site selection process.

"The Blue Ribbon Committee members have given a great gift of their time and concern for the youth of the community through their service" said Mayor Eslick as the site selection process moves toward completion.

"The Council encourages our citizens to attend the Council meetings on November 10th and November 22nd to become informed of the site selection" added Mayor Eslick.

The site chosen by the Council will be recommended to the Boys and Girls Club of Snohomish County to continue the process of site acquisition, leading to construction of the new Sultan Boys and Girls Club building.

Construction on South Sultan Basin Rd Stops for the Winter

The City of Sultan and Scarsella Brothers are preparing to shutdown the Sultan Basin Road project for the winter months.

"The Sultan Basin Road Phase III Construction Project is on schedule," notes Public Works Director Mick Matheson. "One of the last items to complete before winter shut down is to pave the intersection of Cascade View Drive and South Sultan Basin Road. This will allow the city to reopen the west entrance of Cascade View Drive and US 2 during the winter," added Matheson.

This is the third and final phase of improvements to Sultan Basin Road. Phase 3 extends the intersection of US 2 and Sultan Basin Road south into the city’s largest industrial park. The new road and signalized intersection will allow trucks and other vehicles to safely access the area.

The project is expected to restart in the spring of 2012 and should be complete by early summer. Work remaining after the shut down in early November 2011 that will commence in the spring of 2012 includes:

  • Second lift of asphalt from Cascade View Drive to south
  • Completion of sidewalk installation
  • Excavation and installation of Structural Earth Walls at US 2
  • Paving between US 2 and Cascade View Drive
  • Traffic signal and illumination work on US 2
  • Removal of the traffic island at US 2 and Cascade View Drive

Sultan to Have Niche Wall Ribbon Cutting

The City of Sultan is hosting a ribbon cutting for their new Columbarium (Niche) Wall on Monday, November 7, 2011 at 3:00pm at the Sultan Cemetery located at 32820 Cascade View Drive, Sultan WA.

In 2010, Koppenberg Enterprises, a business that manufactures columbariums in Sultan for sale nationwide, generously offered to provide the Sultan cemetery with a high quality columbarium. The city council accepted the offer and Koppenberg assisted the city with providing all of the columbarium components. The columbarium was installed by public works staff this summer.

The city is offering individual niches for sale in the columbarium as an alternative for ash burials. The niche wall also provides a location to engrave memorials of loved ones whose ashes may be scattered or located elsewhere.

"The city wants to thank Koppenberg for its generous donation which allows the city to offer a new level of ash internment at the Sultan cemetery", said Mayor Carolyn Eslick.

Sultan Accepting Applications for Appointment to the City Council

The City of Sultan is seeking applications for appointment to Council Position No. 1 vacated by Council member Sam Pinson on October 13, 2011. Council members for the City of Sultan must reside within City limits and be registered voters in Sultan, Washington. In order to be eligible for appointment to a Council vacancy, applicants must have lived in the City of Sultan for 12 consecutive months prior to being appointed to office.

The appointment to Position No. 1 is from January 2012 to November 2012. In accordance with state law, the city must hold an election to fill the position in November 2012 to complete the term which expires on December 31, 2013.

Appointment to the City Council requires attendance at a number of regularly scheduled and special meetings, which occur in the evenings, on weekends, and/or during the weekday. Council members also serve on Council committees, regional boards and commissions, and represent the City Council at various community functions. Council members feel they are most effective in their duties when they commit 10 to 15 hours per week to Council-related activities. Interested residents should consider whether they can commit this amount of time and are willing to arrange their life schedule to participate fully as a member of the Sultan City Council.

SULTAN EARNS INAUGURAL A+ BOND RATING

Standard & Poor’s (S&P) Ratings Services, one of the nation’s leading credit rating agencies, assigned its A+ rating to the city’s series 2011 limited-tax general obligation (LTGO) refunding bonds and affirmed the city’s stable financial outlook. The city will use the bond proceeds to redeem its series 1996 water and sewer revenue improvement and refunding bonds outstanding. Refinancing the bonds is expected to save Sultan water and sewer utility customers more than $40,000 in interest expense.

The rating reflects S&P’s assessment of the city's diversified economy, strong tax base growth in recent years, good financial management and limited future debt plans.

This is Sultan’s inaugural A+ credit rating during a time when many other cities are struggling under mounting debt and revenue shortfalls. "During these difficult economic times, the city of Sultan is extremely pleased with S&P’s inaugural rating. The city’s conservative fiscal policies and strong management oversight have proved an effective safeguard against the nation’s economic downturn, and will be the foundation on which Sultan continues to grow," said Mayor Carolyn Eslick.

Standard & Poor's went on to say that the stable outlook reflects the progress Sultan has recently made in increasing its operating reserves and lowering expenditures to match revenues. The outlook is also based on S&P’s expectation that the city will maintain at least balanced financial operations with good reserves as it weathers through the current economic downturn. According to S&P, Sultan’s financial management practices are considered "good" under the agency’s Financial Management Assessment.

$10,000 grant from Polaris will benefit recreation at Reiter Foothills Forest

Sultan Mayor Carolyn Eslick and Sky Valley recreation enthusiasts want to express their appreciation and heartfelt thanks to Polaris Industries Inc. of Minnesota for awarding a $10,000.00 grant from the T.R.A.I.L.S. Grant Program to the Washington State Department of Natural Resources (DNR). The grant request was submitted by DNR and presented to Polaris by Linda and Randy Driscoll, owners of Premier Polaris located in Monroe, Washington.

DNR’s Northwest Region will be using this grant money to purchase a cargo trailer and various tools for volunteers and staff to use in the development and ongoing maintenance of off-road vehicle (ORV) recreation trails in Reiter Foothills Forest.

"This grant funding is an excellent example of how public-private interests can work together to create an environment that meets the needs for all who enjoy spending time in our beautiful Sky Valley," said Rep. Kirk Pearson, R – Monroe. "These grant dollars are especially appreciated now, at a time when state funds are extremely limited."

The Reiter Foothills Forest, ORV trails area is located outside of the City of Gold Bar east of Everett off of US 2. DNR temporarily closed the area to off road vehicles in 2009 due to environmental concerns and a desire by both environmentalists and off-road vehicle enthusiasts to develop an environmentally sustainable off-road trail system. Phase 1 development of the motorized trail system is progressing, and DNR has received all of the necessary permits to begin construction.

The Polaris "Trails Development, Responsible Riding, Access, Initiatives, Lobbying, and Safety" (T.R.A.I.L.S.) Program makes funds available to not-for-profit national, state and local organizations in the United States to promote safe and responsible riding and preserve access for riders.

SULTAN COUNCIL CONSIDERS 2012 BUDGET

Topics such as reducing salary and benefit costs, paying off debt and outsourcing cemetery maintenance to a private contractor are among the issues that will be discussed when Sultan officials meet at their annual budget retreat on Saturday, October 15 from 9:00am-2:30pm at the Sultan Council Chambers located at 319 Main Street in Sultan.

"Over the past three years the city has been able to achieve many of its goals including increasing public safety, lowering debt and planning for the future," noted Mayor Carolyn Eslick. "2012 is the first year we will experience a significant reduction in property tax revenues which will be down 12% or about $75,000. In order to balance the general fund budget we are proposing to reduce salary and benefit costs by $170,000 and reallocate $70,000 in revenues from the street fund and enterprise funds."

Officials will have to balance a proposed $1.7 million general fund budget – down from $1.9 million in 2010. The Mayor’s recommended 2012 general fund budget has a positive ending fund balance of $60,000. The general fund budget is supported by property taxes, retail sales taxes, utility taxes and service fees. The 2012 budget is built on the assumption of a 12% reduction in property taxes and static retail sales taxes. Together these two funding sources are about 44% of the city’s general fund revenues. As property values continue to decline, the impacts to the city’s bottom line are expected to compound in 2013 and 2014. Overall the city anticipates losing $165,000 in revenues before property taxes stabilize in 2015.

The city is also facing a budget short-fall in the cemetery budget. Revenues from burials are not sufficient to cover maintenance costs despite recent fee increases. The problem has been growing worse over the last 5 years as more people choose to have their ashes scattered. The city council has discussed alternatives to balance the cemetery fund including lowering maintenance standards and outsourcing maintenance to a private contractor.

Utility rates for water, sewer, garbage and stormwater are expected to increase by $6.04 in 2012. Half the proposed increase ($3.0) is needed to cover the final debt service payment on the $1,000,000 public works trust fund loan used for a design to increase capacity at the waste water treatment plant to serve new customers. Utility fees collected from customers can only be used to pay for expenses to cover the cost of running the utility.

During the retreat department directors and city staff will present budget proposals for other city activities such as finance, building, planning, police, and utility services for Council consideration. Council members will consider the City’s goals for 2012, which include reducing crime and addressing the city’s transient population; removing unnecessary bureaucracy and regulatory barriers to business development; and paying off existing loans to reduce interest paid on debt.

The City of Sultan Planning Board will conduct two Public Hearings on October 18, 2011, at or shortly after 7:00 p.m. in the Council Chambers, located at City Hall, 319 Main Street, Sultan, Washington. At this time, public comments will be taken on proposed Amendments to Sultan Municipal Code (SMC).

The first Hearing will address SMC Chapter 16.116., School District Impact Fees. The proposed Amendment clarifies several aspects of the interaction between the City and the School District regarding how Impact Fees for Schools are determined, collected and refunded to developers.

The second Hearing will address SMC Chapter 16.112.120, Refund of Impact Fees for all types of Development Impact Fees other than those for Schools. State legislation allows for extension of refund time from six years to ten years. The city is proposing to adopt this provision.

Sultan Hosts Annual Stormwater Stakeholders Meeting

The City of Sultan is hosting its annual Stormwater Stakeholders meeting on Thursday, October 6, 2011 from 6:30pm to 7:30pm at the Sultan Community Center located at 319 Main Street, Sultan. The purpose of the meeting is to review stormwater expenditures and the work plan for 2011, and to discuss the stormwater budget and work plan for 2012.

Sultan homeowners are currently billed $8.00/month to fund the stormwater utility. The funding is used to maintain the city’s stormwater system including removing debris from conveyance (pipe) system, maintaining city owned retention and detention ponds and constructing capital projects to reduce flooding and improve storm drainage.

The Stormwater Stakeholders are a group of citizens who worked with the city during adoption of the stormwater utility and annual fee schedule. All Sultan residents and interested community members are invited to attend the meeting to learn more about the city’s stormwater utility.

During the adoption of the utility in 2008, the city committed to meeting with the stakeholders group annually during the budget process to review expenditures for the current year and the staff proposed budget for the following year. This is an opportunity to provide input and feedback on the stormwater utility and proposed budget.

Special Meeting Set to Consider Budget Cuts

The Sultan City Council will hold a special meeting on Thursday, September 29, 2011 at 7:00pm to consider new revenue sources and budget cuts needed to balance the general fund budget over the next three years. Fifty percent of the $1.9 million dollar general fund budget is used to finance public safety services. The remaining 50% supports parks and building maintenance, building and planning services, economic development, code enforcement and animal control, and city administration services.

"The city will experience a 12% decline in property tax revenues in 2012, which amounts to an $80,000 reduction, noted Mayor Carolyn Eslick. "We expect a similar decline in 2013 and 2014. We can balance the general fund budget in 2012. The concern is how to balance the budget beyond 2012."

The city council will evaluate alternatives to ensure general fund expenses including salaries, benefits and operating expenses do not outpace expected revenues. "The city council has done an outstanding job over the last five years to improve the city’s financial bottom line," commented Eslick.

She added, "The city has reduced its long-term debt and increased operating reserves. We have lowered operating expenses while increasing levels of service to Sultan residents. The question for the city council, Sultan residents and business owners is how to prioritize services over the next three years to match declining revenues."

Proposals to balance the general fund include – eliminating staff and/or management positions; renegotiating the police contract with the Snohomish County Sheriff’s Office; reallocating electrical utility taxes from the street fund to the general fund; charging market rents for space at the city shop and city hall; and paying off debt.

Sky Valley Honors Dave Wood

Sultan Mayor, Carolyn Eslick and City Council, the Volunteers of America Western Washington, and the Sky Valley Chamber of Commerce are pleased to announce that there will be a potluck dinner celebration in honor of longtime Volunteers of America Director, Dave Wood, who is resigning from his post to take a new position as a chaplain for the VOA.

Sultan Considers Transportation Benefit District to Fix Street

Sultan officials are seeking additional public input on forming a transportation benefit district at the city council meeting on September 8, 2011. City council meetings begin at 7:00 PM in the Sultan City Council Chambers located at 319 Main Street. Council consideration on whether to form a transportation benefit district is scheduled as a discussion item following the conclusion of other city business.

"A transportation benefit district is a tool that the Washington State Legislature has given municipalities to raise funding to repair and maintain city streets," Sultan Mayor Carolyn Eslick said. A transportation benefit district or voter approved bond would help "make sure tax payer owned streets are fixed before they completely fall apart," Eslick added. She cited a state study that showed 42 roadway sections (about 5 miles) of Sultan’s streets are in "major distress" and should be overhauled, and 10 miles of pavement are in "moderate distress" and should be seal coated to extend the life of the pavement. "Sultan will evaluate how a transportation benefit district might work", Eslick said.

The city council held a special meeting on Monday, August 29 to discuss forming a district and funding options. The public was invited to attend and share their comments. Council members present at the meeting unanimously agreed to move the issue forward for further discussion and community input.

If the city council votes to create the district, one or more of these options could be approved by the city council in 2012:

  • A $20 vehicle license fee initiated by the city council
  • A $20 vehicle license fee approved by the voters
  • A citywide voter approved bond

"As far as the city is concerned, it’s wide open," Eslick said, when asked if she was leaning toward one of the options. "It’s a public process, and we definitely want to encourage discussion." "The idea is to form the District and give residents and business owners a chance to weigh in before talking about how to fund needed repairs," stated Sultan Mayor Carolyn Eslick.

Money from a transportation benefit district or voter approved bond could match federal or state grants for road repair projects. Funding would go primarily toward reconstructing failing streets such as Alder, Date Avenue, and Third Street, bringing gravel streets up to urban standards, and maintaining the city’s main access streets such as Sultan Basin Road.

If Sultan chooses to create a Transportation Benefit District, it will join other governments including Snohomish, Edmonds, Lynnwood and Snohomish County.

The Second Annual Business Fair in Sultan will be held Saturday, September 10th from 10:00 AM to 2:00 PM on the north sidewalk of Main Street in front of the Community Center, 319 Main Street, Sultan. The Business Fair is FREE to all businesses that may not have a storefront and need to network with other businesses as well as promote and sell their wares to the public.

City of Sultan Notice of Public Hearing

The City of Sultan Planning Board will conduct a Public Hearing on September 6, 2011, at or shortly after 7:00 p.m. in the Council Chambers, located at City Hall, 319 Main Street, Sultan, Washington. At this time, public comments will be taken on the Comprehensive Plan; the Water System Plan (WSP); and the General Sewer Plan (GSP).

The Public Hearing for these three documents is combined because the 2011 Comprehensive Plan includes the Water System Plan and the General Sewer Plan as integrated components of the Comprehensive Plan. Under RCW 36.70A.070, the Growth Management Act (GMA), the plans must be internally consistent and all elements must be consistent with the Future Land Use Map. The Water System Plan and General Sewer Plan are subsections of the Capital Facilities Element of the Comprehensive Plan. The proposal is to adopt the three plans simultaneously before December 1, 2011.

Comprehensive Plan: Cities and counties in Washington State are required to have 20-year plans to manage where future growth will occur and how the city will provide the water, sanitary sewer, roads and other public infrastructure to support new residents.

The 20-year plan is called the Comprehensive Plan (Comp Plan). The Plan is required to include Chapters called "Elements" that describe where the City is now, how the City wants to grow in the future and a financial plan to achieve its goals.

Water System Plan: This plan analyzes the current status of the City’s water source, treatment and delivery system. It utilzes the population projections from the Comprehensive Plan to determine demand for the 30-year plan horizon. It analyzes Water Use Efficiency measures and makes recommendations regarding applicabilty of certain conservation measures and the projected reduction in demand from implementation of these measures.

Land use and development patterns from the Comprehensive Plan are used to determine system upgrades to deliver service to projected population in the areas designated for development by the comprehensive plan. Financial mechanisms for implementation of the system upgrades are explored and recommended.

General Sewer Plan: This plan analyzes the current status of the City’s Sanitary Sewer Collection and Treatment System. It utilzes the population projections from the Comprehensive Plan to determine demand for the 30-year plan horizon. It analyzes Inflow and Infiltration rates for the existing system and recommends measures to reduce Inflow and Infiltration where appropriate.

Land use and development patterns from the Comprehensive Plan are used to determine system upgrades in the collection and treatment components of the system to deliver service to projected population in the areas designated for development by the comprehensive plan. Road Closures - Cascade View Drive at US 2 and South Sultan Basin Road (Foundry Dr) and BNSF crossing

The city has approved the following road closures due to construction:

The west entrance to Cascade View Drive will be permanently closed the week of Monday, August 22, 2011.

The city has approved permanently closing the west end of Cascade View Drive in order to ensure driver safety during construction of the Sultan Basin Rd Phase III project. Beginning August 22, 2011, drivers will enter and exit Cascade View Drive from the east until the project is complete and the new intersection at US 2 and South Sultan Basin Rd is open.

Skywall Drive/Foundry Drive and Burlington Northern Railroad Tracks – Monday, August 8

Skywall Drive/South Sultan Basin Rd (Foundry Drive) will be closed at the Burlington Northern Railroad tracts starting Monday, August 8th and continuing until Wednesday August 10th.

Burlington Northern Santa Fe Railroad (BNSF) will be improving the railroad crossing on South Sultan Basin Rd at Skywall Drive. This will require intermittent road closures at this crossing and BNSF will provide flaggers to support citizen’s ingress/egress for these two days.

The residents of the Skywall neighborhood will be routed either down the southerly side of the railroad tracks to 10th Street or be allowed to cross depending on what is happening on site. The closures will be intermittent and during regular working hours.

Final Phase of the US 2 and Sultan Basin Road is Underway

On Tuesday, July 26th the City of Sultan broke ground on the final phase of the US 2 and Sultan Basin Road Realignment Project. "Improving the US 2 and Sultan Basin Road intersection has been a city priority for more than 14 years", said Mayor Carolyn Eslick.

The groundbreaking was well attended with Councilmember Sarah Davenport-Smith, representatives from the contractor, Scarcella Brothers and local businesses, Romac Industries, Koppenberg Enterprises and Docufeed Technologies joined in the celebration.

The City of Sultan has received more than $2.5 million in state and federal funding to design and construct the project, receiving the final and much needed $240,000 from the Washington State Transportation Improvement Board to close the funding gap so construction could begin.

The final phase will include additional traffic signals and lighting at US 2 and Sultan Basin road, left turn lanes on US 2, curbs, gutters, sidewalks and storm drainage improvements.

Comment on Sultan’s 20-Year Comprehensive Plan

The 2011 comprehensive plan update process is nearly complete. The Sultan 2011 Plan Update is a project updating the City's existing comprehensive plan and charting a course for the next 20 years. The plan covers housing, transportation, land use, economic development and utility services. Ten draft chapters and supporting appendices are available for public review and comment until 5:00 PM on Friday September 16, 2011. A public hearing is tentatively scheduled in front of the Sultan Planning Board at 7:00 PM on Tuesday, September 6, 2011 and at the City Council meeting on September 22, 2011. The City Council is expected to adopt the new plan by December 1, 2011.

The full range of chapters and appendices may be found on the City’s official comprehensive plan website at Studio Cascade. PUGET SOUND EXECUTIVE DIRECTOR BOB DREWEL TO SPEAK IN SULTAN

Puget Sound Regional Council Executive Director, Bob Drewel is scheduled to speak at a joint meeting of the Sultan City Council and Planning Board at 7:00 PM on Tuesday, July 19, 2011. The meeting will be held at the Sultan Community Center located at 319 Main Street in Sultan. Executive Director Drewel will share the Puget Sound Regional Council’s (PSRC) role as an agency; how to get more involved at the regional table; PSRC’s programs for rural areas; and some specifics about PSRC’s work in the Sky Valley area.

PSRC was formed in 1991 by the local governments in the central Puget Sound region as a forum for making key decisions on regional growth and transportation issues. The agency serves as the Metropolitan Planning Organization and Regional Transportation Planning Organization for King, Kitsap, Pierce and Snohomish counties and cities. PSRC supports the work of the Central Puget Sound Economic Development District through a merger that took effect in 2003.

Bob Drewel joined PSRC as Executive Director after completing his third and last term as Snohomish County Executive in December 31, 2003. Bob is well known for his leadership in promoting regional solutions to the many challenges facing the Northwest, including economic development, effective land-use regulation, transportation, and environmental enhancement. In his twelve years of public service, Bob has successfully worked to build partnerships between the often-contending interests of the private and public sectors.

SULTAN BASIN ROAD GROUNDBREAKING CEREMONY

The City of Sultan is planning a groundbreaking ceremony on Tuesday, July 26, 2011 at 11:00 AM to kick-off construction of the third and final phase of improvements needed to complete the four-way intersection at US 2 and Sultan Basin Road. The groundbreaking ceremony will be held at the intersection of Cascade View Drive and South Sultan Basin Road (formally Foundry Drive).

“Improving Sultan Basin Road has been a city priority for more than 14 years, noted Mayor Carolyn Eslick. “The idea of realigning and extending the roadway into the industrial park south of US 2 started with former councilmember Rob Criswell. The credit and effort to achieve this goal must be shared with many people, including our state and federal legislators,” added Eslick.

The final phase of the project will include additional traffic signals and lighting at US 2 and Sultan Basin Road, left turn lanes on US 2, curb and gutter, sidewalks, storm drainage and treatment. When the project is complete, the west entrance to Cascade View Drive will be closed and traffic accessing the industrial area and the Sky Wall neighborhood will be routed to the new signalized intersection at US 2 and Sultan Basin Road.

The city received more than $2.5 million in state and federal funding to design and construct the project. The project was advertised and bid in April. Bids were opened on April 28. Scarsella Brothers had the lowest responsible bid of $1.58 million. The city received $240,000 from the Washington State Transportation Improvement Board on June 25, 2011 to close the funding gap so construction could begin this year.

FREE Walking History Tour of Women in Government Showcased in Sultan

The exhibit, Moving Forward, Looking Back: Washington’s First Women in Government, is now displayed as a Walking Tour at the Sultan Community Center located at 319 Main Street and at the Visitor Information Center located at 320 Main Street. “We sincerely thank Sam Reed, Washington State Secretary of State and his staff for loaning this exquisite display to our community,” said Sultan’s Mayor, Carolyn Eslick.

The panels feature Washington State women, each of whom was the first woman to be elected to public office. The panels consist of a photo, information about the women and a quote.

The exhibit celebrates the Centennial of Women’s Suffrage in Washington State in 2010. The Washington State Heritage Center produced the panel exhibit to highlight the first women elected to major public offices following the granting of the vote to women in Washington in 1910. This successful exhibit was on display in the Office of the Secretary of State from January, 2010 through March, 2011. The exhibit was paid for with private funds raised specifically for this purpose.

The exhibit consists of 14 panels, 78” tall by 36” wide printed on ½” gator foam board and are displayed on custom made stands that allow two panels to be arranged back to back. The panels are located in the Community Center lobby, the library and City Hall on the 2nd floor of the Community Center and at the Visitor Information Center.

The display will remain in Sultan through July 16, 2011 and may be viewed the following days and times:

Community Garden Ground Breaking Ceremony

A number of community members are working with the Volunteers of America to build a community garden.

The community garden is located behind the Volunteers of America A-frame located at 701 First Street. A specialgroundbreaking ceremony and work party is planned for June 11th at 9am. Coffee and pastries will be provided in the morning and pizza for lunch.

Interested in Serving on the Sultan City Council?

The City of Sultan will have four city council positions and the position of mayor up for reelection on November 8, 2011. The filing period for candidates seeking office in the November election is Monday, June 6 through Friday, June 10. An eligible candidate for a vacant council position or the position of mayor must be a registered voter in Sultan at the time of filing and have resided within the Sultan city limits for at least one year. State law requires candidates to pay a filing fee equal to 1% of the salary of the position. The filing fee for the position of mayor is $60 and the filing fee for council positions is $18.

Sultan Mayor and City Council Honor Sultan Businesses

Mayor Carolyn Eslick and the Sultan City Council will spotlight DOCUFEED TECHNOLOGIES LLC as the Business of the Month at the City council meeting on May 12, 2011 at approximately 7:00 PM.

The City Council adopted a business recognition policy to recognize businesses in Sultan. The recognition takes place in the form of a certificate presented by the Mayor to the business owner or the owner’s representative and takes place in the presentation portion of the City council’s agenda as “Business Spotlight”.

DOCUFEED TECHNOLOGIES LLC, is an independent manufacturer of superior quality precision feed rollers, friction belts and other rubber replacement parts for paper-handling equipment, including all major-brand mailing machines.

DOCUFEED TECHNOLOGIES LLC began in the garage of owner, Mike Chambers in 1993 and eventually moved to 1108 East Stevens Avenue, across the parking lot from Wagley Creek Automotive. In February, 2011 they moved to their current location at 32533 Cascade View Drive, the former home of Pure Foods Inc. The new location is triple the size of their former building.

Their customer base is office equipment dealers and they sell their products all over the United States as well as Canada, Spain, Indonesia, Australia, the United Kingdom, Germany and Ireland.

Nominate a Young Achiever in Sultan

Nominations are being accepted through May 20, 2011 for the City of Sultan’s annual Mayor’s Youth Achievement Award, which recognizes the accomplishments of people ages 8 – 20 who attend school and live in the Sultan area.

The goal of the award is to emphasize the positive achievements of the Sultan area’s young people by recognizing those who have distinguished themselves in community service, politics, arts and entertainment, academics, athletics, citizenship or who have overcome obstacles to accomplish their goals.

FREE Safety Fair Brings
Hovercraft and McGruff to Sultan

The City of Sultan is hosting the third annual Sultan Family Safety Fair. This FREE, family-friendly event will be held in Sultan’s Downtown River Park on Saturday, May 14, 2011 from 12:00 PM – 4:00 PM. This year’s event promises to be bigger and better than ever with new activities including a table top display of the PUD Culmback Dam, a 911 Practice Telephone, Internet Safety, a simulated “Smoke House” teaching children and adults how to exit a smoke filled house and much more.

The goal of the Safety Fair is to have fun and educate children and adults about different safety hazards and steps they can take to protect themselves and their family members. Snohomish County Search and Rescue will bring the Rescue Hovercraft and land the Search and Rescue helicopter in River Park. McGruff, the Crime Fighting Dog will be there, along with information on gun safety, child ID cards and fingerprinting, Fire Department safety displays, bicycle registration, inspection and safety rodeo, tours of the Department of Emergency Management command vehicle and the Red Cross Emergency Response Van.

“This is a fairly new event in Sultan, made possible in part through a Washington State Justice Assistant Grant and the efforts of the participating agencies” said Sultan Mayor, Carolyn Eslick. “As Mayor, I’m proud to be part of an event that teaches our children to be safe and have fun at the same time.”

The Sultan Family Safety Fair is in partnership between the City of Sultan, Snohomish County Fire District 5, Sheriff’s Office, Search and Rescue, Washington State Patrol, Sultan School District and Frontier Communications.

Sultan to Test New Warning Siren
"This is Only a Test"

The City of Sultan in partnership with Sultan School District, Snohomish County Fire District 5, Snohomish County Sheriff’s Office and Snohomish County Department of Emergency Management has installed the first of four emergency warning sirens which will be tested on May 3rd and 4th, 2011.

Citizens can expect to hear tones and audio messages throughout the two testing days and should not be alarmed. The warning siren has several tones, prerecorded messages and capability to play live messages and all of these will be tested and audible to our community on test days. “The emergency warning sirens are an important part of the city’s commitment to public safety,” explained Mayor Carolyn Eslick. “We are very grateful to Chief Merlin Halverson and the Fire District 5 Commissioners for their leadership in getting the first of several sirens in place to protect the community. Snohomish County Department of Emergency Management played a key role in providing funding for the project,” added Eslick.

Sultan is strategically located along U.S. 2, at the confluence of the Skykomish and Sultan Rivers which puts the community at risk for flooding and in the path of life threatening flood waters, should the Culmback Dam flood or collapse.

The city of Sultan has negotiated with Snohomish County Public Utility District for additional sirens to be purchased and installed in the future but for now, the city has received Department of Emergency Management Grant money to purchase and install one emergency warning siren at Sultan Elementary in downtown Sultan. The siren and its infrastructure will undergo final testing and staff will receive training on the system on May 3rd and 4th.

Water System Plan/General Sewer Plan
Public Hearing Thursday, April 28

The Sultan City Council will hold a public hearing on Thursday, April 28, 2011 at approximately 7:00 PM to take public comment on the draft water system plan and draft general sewer plan. The city is required to issue a SEPA determination and hold a public hearing. The goal is to issue the SEPA determination by May 1, 2011.

The process to adopt the GSP and WSP takes additional time because the plans need approval from the Department of Ecology (for the GSP) and the Department of Health (for the WSP). Once the state agencies have completed their review, comments are returned to the city for inclusion in the plans and final adoption by the council. The goal is to have the WSP, GSP and Comprehensive Plan ready for final adoption in September 2011.

Since the plans are more than 200 pages each, copies of the entire WSP and GSP are available on compact disk (upon request), on the city’s website here and at city hall and the Sultan Library.

What’s Changed?

As a result of the policies, design criteria and proposed capital projects to meet current and future needs, city staff are recommending the following:

  1. Decrease the water general facility charge from $6,209 to $2,498.
    City staff recommend the city council decrease the water general facilities charge to account for additional capacity (equivalent residential units) provided by the connection to the Everett Transmission Line.
  2. Increase the sewer general facility charge from $11,282 to $13,606.
    City staff recommend the city council increase the sewer general facilities charge to account for the added investment in the waste water treatment plant and transmission system.
  3. Adopt the minimum levels of service outlined in Chapters 5 – Policies and Design Criteria of the Water System Plan and Sewer System Plan.
  4. Adopt a regular schedule to repair and replace aging water system and sewer system facilities beginning in 2013 as outlined in Table 9-5 of the Water System Plan and Table 7-2 of the Sewer System Plan.
  5. Adopt two financial forecasts –
    The first forecast will be consistent with the comprehensive plan and meet the requirements of the Growth Management Act. This forecast is structured to have systems in place to meet aggressive future growth targets based on the city’s 2004 growth allocation (11,119 people in 2025) and the PSRC Regional Growth Strategy (13,409 in 2030).
    The second forecast would be structured to meet the 2025 and 2030 growth targets based on slower economic activity in Sultan for the next 6 years. City staff have provided two scenarios for council consideration – with debt and without debt.
  6. Borrow money to pay for capital improvements, as needed, in order to keep utility rates as low as possible. Use utility rates to pay for debt service. Use General Facilities Charges (connection fees) to pay for capital improvements.
  7. Revisit utility rates to ensure adequate funding for repair and replacement and to meet future growth needs.

Notice to Sultan Water Customers

Due to unforeseen natural causes, the City of Sultan’s raw water reservoir has been drawn down to a level below at which it is unavailable for treatment and use. The city’s water customers are being supplied by the city’s connection to Everett Water through an intertie to Everett Pipeline No. 5. City of Sultan water customers will not experience any loss of service as a result of the event.

The timeline to repair the raw water supply reservoir is unknown at this time. The city is actively seeking to resolve the problem and repair the raw water reservoir as quickly as possible.

Sultan Holds Public Hearings on the Water System Plan and General Sewer Plan

The planning board and city council will hold separate public hearings on the draft water system plan and draft general sewer plan. The planning board public hearing is scheduled for Tuesday, April 19 at 7:00 PM. The city council public hearing is scheduled for Thursday, April 28 at 7:00 PM. Both hearings will be held at the Sultan Community Center located at 319 Mail Street, in Sultan.

The water system plan and the general sewer plan look at the existing infrastructure in place today, the city's adopted levels of service (e.g. number of gallons available/household, fire flow, etc), and then the gap between what is currently in place and what needs to be constructed to meet adopted levels of service (LOS) as the city continues to grow.

The "gap" between what is in place today and what is needed to meet LOS and future growth is filled by proposed capital projects. In addition, the city must continue to ensure its existing infrastructure is maintained. For example, the dam that contains the city's water supply was built in the 1940's. The transmission line that delivers water from Lake 16 to the water treatment plant is reaching the end of its useful life.

Together, the gap between what is in place today and what is needed tomorrow to replace the city's existing infrastructure requires the city to make significant capital investments in both the water system and the sewer system.

Since the water and sewer systems are enterprise funds, the costs for capital improvements, maintenance and operations must be covered by utility rates. Utility rate increases will be necessary to fund repair and replacement of existing facilities, add new facilities to serve future growth and meet operating costs. While this discussion and the financial analyses are for planning purposes only, they will lay the groundwork for future rate increases.

The process to adopt the water system plan and general sewer plan takes additional time because the plans need approval from the Department of Ecology (for the sewer plan) and the Department of Health (for the water plan). The city is required to issue a SEPA determination and hold a public hearing. The goal is to issue the SEPA determination by May 1, 2011.

The city council will provide preliminary approval of the plans for state review. The tentative timeline is to have the plans ready for state agency review in May. Once the state agencies have completed their review, comments are returned to the city for inclusion in the plans and final adoption by the council. The goal is to have the water system plan and general sewer plan ready for final adoption in September 2011.

Deadline Application to Amend the Sultan Comprehensive Plan is April 1, 2011

The deadline to submit applications to amend the Sultan Comprehensive Plan is April 1, 2011. Applications must be submitted to the Community Development (Planning) Department no later than 4:00 pm Friday, April 1, 2011 at Sultan City Hall located at 319 Main Street in Sultan. Application forms are available at City Hall and by calling 360-793- 2231. The Community Development Department offers a complimentary consultation to assist in understanding the process and completing the application.

Public notice of this opportunity and deadline was previously provided on March 9, 2011. This notice provides and additional public notice action.

The State Growth Management Act allows local jurisdictions to review and update their Comprehensive Plan text and maps no more than once each year. The Sultan Municipal Code Chapter 16.134.070 D. establishes the schedule starting with filing of applications by April 1st of each year.

The annual review process allows property owners and others to request changes to a property's Comprehensive Plan and Zoning Designations. These changes could allow property owners to use their property for activities not currently permitted under its existing plan designation. When a Comprehensive Plan designation change is applied for, a zone change is completed during the same process. The annual review process is also the opportunity to make changes to the goals and policies that guide Sultan's future growth and development.

The next opportunity for public input on the 2011 Draft Comprehensive Plan is the small group meeting is March 8 at 6:30PM.

The city council will review the draft land use, housing, economic development, parks, transportation and natural environment elements (chapters) at the council retreat on Saturday, February 26 from approximately 12:30-2:00pm. Share Your Ideas About Sultan's Future

On Tuesday, February 22, 2011 the Sultan planning board will host a small group meeting to share information and hear input from the public on proposed changes to Natural Environment, Parks & Recreation and Transportation chapters of the city's comprehensive plan. The meeting is from 6:30 p.m. to 8:00 p.m. at the Sultan Community Center located at 319 Main Street in Sultan. Residents and business owners are encouraged to attend.

"Sultan is updating its long-range plans as required by law," noted planning board chair, Frank Linth. "Changes to the city's long-range plan will affect property taxes and utility rates along with the fees paid to open a new business, future housing costs and where new roads and parks will be located. We need your help to make a plan that reflects your values,” added Mayor Carolyn Eslick. Future small group meetings are scheduled for 6:30 p.m. on February 22 for transportation and parks; and 6:30 p.m. on March 8 for utilities and capital facilities. The revised long-range plan is scheduled for final approval by the city council in May.

Small groups of Sultan community members and business owners met together regularly in late 2009 and early 2010 to review the city's long range goals. Recommendations from the small groups were considered by the planning board and city council throughout 2010.

A number of themes emerged from the recommendations: Reduce Regulations and Eliminate Development Constraints; Align Future Land Uses with the Floodplain; Encourage Development in "Centers"; Protect and Preserve the City’s Existing Assets.

There are some differences of opinion. The planning board and city council are seeking further community input on the following questions – should the city encourage large or small residential lots; should the city adopt and enforce property maintenance standards; should developers or taxpayers foot the bill for infrastructure to serve new development; should the city take an active or passive role in economic development?

Share Your Ideas About Sultan's Future

On Tuesday, February 8, 2011 the Sultan planning board will host a small group meeting to share information and hear input from the public on proposed changes to Land Use, Housing and Economic Development chapters of the city's comprehensive plan. The meeting is from 6:30 p.m. to 8:00 p.m. at the Sultan Community Center located at 319 Main Street in Sultan. Residents and business owners are encouraged to attend.

"Sultan is updating its long-range plans as required by law," noted planning board chair, Frank Linth. "Changes to the city's long-range plan will affect property taxes and utility rates along with the fees paid to open a new business, future housing costs and where new roads and parks will be located. We need your help to make a plan that reflects your values,” added Mayor Carolyn Eslick. Future small group meetings are scheduled for 6:30 p.m. on February 22 for transportation and parks; and 6:30 p.m. on March 8 for utilities and capital facilities. The revised long-range plan is scheduled for final approval by the city council in May.

Small groups of Sultan community members and business owners met together regularly in late 2009 and early 2010 to review the city's long range goals. Recommendations from the small groups were considered by the planning board and city council throughout 2010. A number of themes emerged from the recommendations: Reduce Regulations and Eliminate Development Constraints; Align Future Land Uses with the Floodplain; Encourage Development in "Centers"; Protect and Preserve the City’s Existing Assets.

There are some differences of opinion. The planning board and city council are seeking further community input on the following questions – should the city encourage large or small residential lots; should the city adopt and enforce property maintenance standards; should developers or taxpayers foot the bill for infrastructure to serve new development; should the city take an active or passive role in economic development?

Volunteers Needed to Plan Sultan Boys and Girls Club

Mayor Carolyn Eslick and Kami Prutsman, Director of the Sultan Boys and Girls Club are looking for volunteers to serve on the Mayor’s Blue Ribbon Committee to plan the future Sultan Boys and Girls Club. Interested community members are asked to submit a letter of interest to Sultan City Hall. The committee will advise Mayor Eslick on rebuilding the Sultan Boys and Girls Club which was destroyed by fire on Christmas Eve.

Letters of interest may be delivered to city hall at 319 Main Street, Suite 200; mailed to City Hall at PO BOX 319 Main Street, Sultan, WA 98294; or e-mailed to Donna Murphy at donna.murphy@ci.sultan.wa.us. Letters and e-mails must be received no later than 4:00 PM, Monday, February 7, 2011. Letters of interest should be clearly marked "Blue Ribbon Committee" and describe why you are interested in serving on the committee and any special background and/or know-how that would help the City and Boys and Girls Club build a new facility.

Committee members will be selected by the Mayor and confirmed by the city council at the council meeting on Thursday, February 10, 2011. The Blue Ribbon Committee is expected to meet one to two afternoons per month for up to six months starting in late February.

Blue Ribbon Committee members will represent a cross section of community members including current Boys and Girls Club members, students, senior citizens, Sultan city council members, and others with interest and experience planning and building community facilities.

"The Sultan Boys and Girls Club is a very important part of our community. We need community input to build a club to serve Sultan’s young people," noted Mayor Eslick. "We are especially interested in having students and members of the Sultan Boys and Girls Club help us determine what the future club facility will look like," added Kami Prutsman, Club Director.

Sultan Seeks Input on Water Use Efficiency Goals

The City of Sultan will hold a public forum to present proposed Water Use Efficiency Goals, as well as other information regarding plans to reduce water consumption over the next 20 years. The forum will be held on January 27, 2011, at 6:30 PM at the City Hall Council Chambers, located at 319 Main Street, Sultan, Washington.

There will be a brief presentation and public comments will be invited. All comments received at the forum will be reviewed and considered by the City. It is anticipated that the Water Use Efficiency (WUE) Goals will be adopted by the City Council at a subsequent regularly scheduled council meeting. The goals are available on the city’s website (search for Water Use Efficiency Goals), city hall and the Sultan library.

The WUE Rules, established by Washington State, require water purveyors such as the City of Sultan to set goals that are measurable and have a set timeframe. Sultan is proposing to adopt goals to reduce average per capita consumption by 4 percent by 2013. This represents an average demand per capita of 102 gallons per day in 2013. The city would also reduce the 3-year rolling average distribution system leakage from 17 percent to 10 percent or less by 2021. One measure to reduce consumption would be to eliminate the base allowance currently in place and charge customers for all water used.

In addition to the five mandatory measures, the city would continue with three additional measures already in place under the existing WUE goals adopted in 2008: 1) Customer Education; 2) Indoor Conservation Kits, and 3) Water Bill Showing Consumption History.

Time to Renew Your Sultan Pet License

Own a dog or cat in Sultan? January is the month to renew your pet license. Renewal licenses for the year 2011 are available at Sultan City Hall located at 319 Main Street on the second floor above the library. Business hours are Monday-Friday from 8:00 AM to 5:00 PM. City offices are closed on major holidays.

Pet licenses are required by law for all dogs and cats living in the Sultan City limits. Fees from pet licenses fund the cost of shelter and medical care for homeless pets, help reunite strays with their owners and find loving homes for other shelter pets. A pet license means anyone finding your pet knows it is a cherished part of the family and not an abandoned animal in need of a new home. A pet license makes it possible for a pet to be returned to you without ever entering the shelter.

License renewal fees range between $7.00 (senior rate) and $36.00 (unaltered animal). Pet owners can contact city hall at 360-793-2231 for specific license fees. Owners are required to provide a current rabies certificate from a licensed Washington Veterinarian and a spaying or neutering certificate at the time of licensing. The license is valid from January 1 to December 31 of each year. There is a penalty fee on any license not renewed before February 1 each year.

Sultan Hosts FREE Business Workshop for Budding Entrepreneurs

Sultan Mayor, Carolyn Eslick and Tiffany McVeety, founder of Girandola Press, will host a FREE Business Workshop on Entrepreneurial Planning. If you think entrepreneurship is for you, attend this FREE Workshop to learn how to start your own business.

The workshop will be held in the Sultan Visitors Information Center, 320 Main Street from 8:00 AM to 9:30 AM on Friday, January 14th.

"I use real world experience to guide each participant through discovery of their values, goals, and passion" said facilitator, Tiffany McVeety. "Through the workshop we uncover a roadmap to turn that passion into profit, giving the audience an entrepreneurial edge." McVeety has worked as the director of the Northwest Women’s Business Center and has experience in international banking.

This is the first of four Business Workshops hosted by Mayor Eslick to help the small business owners succeed and prosper. Mayor Eslick is the founder of GROW Washington, a not-for-profit organization created to help Washington entrepreneurs become sustainable businesses.

Fire Destroys Boys and Girls Club, Help Is On The Way!

In the aftermath of the total loss of the Sultan Boys and Girls Club, the community has already begun to rally around "our" kids.

The Sky Valley Volunteers of America (VOA) located at 703 First Street, just two doors down from the destroyed Boys at Girls Club, will make their Sky Valley Family and Community Resource Center available Monday morning, December 27, 2010 at 6am to accommodate licensed child care displaced by the fire. On Tuesday, the Boys and Girls Club will be housed in the VOA large "A-frame" building located on the same site. The A-frame building will be open for the remainder of the holidays and into the school year for teen and unscheduled youth drop ins.

Bill Tsoukalas, Executive Director for the Boys and Girls Clubs of Snohomish County (BGCSC); Carolyn Eslick, Mayor of the City of Sultan; Kami Prutsman, Director Sultan Boys and Girls Club; and David Wood, Director of Services of Volunteers of America devised this interim plan to "keep the doors open" for Sky Valley children and families served by the Boys and Girls Club.

One of the first calls Bill Tsoukalas received offering to help, came from the Tulalip Tribes. Kami Prutsman has asked the community and interested parties to focus their help on cash donations, healthy snacks, juices, and food serving supplies. "These are kids. They need to be engaged and kept busy," noted Prutsman. "All of club’s art supplies, games, computers and electronic equipment were destroyed. We'd appreciate any games or activity oriented donations appropriate for children and teens.

Concealed Pistol License Applications Available in Sultan

Sultan residents may now apply for a Washington State Concealed Pistol License (CPL) at the Sultan Police Station located at 515 Main Street. To be eligible to apply for a CPL at the City of Sultan Police Department, you must be at least 21 years of age, a U.S. citizen, and reside within the city limits of Sultan. By law, you must have a concealed pistol license when you are carrying a pistol concealed on your person or placing a loaded pistol in a vehicle.

If you are applying for a new CPL, you may pick up an application at the Sultan Police Department between 9:00am and 4:00pm. The police station is closed for lunch from 12pm-1pm. Applications are also available on the city’s web site at www.ci.sultan.wa.us. Search for "concealed pistol license application".

Fingerprints and a background check are required for CPL applications. You may schedule your fingerprint appointment at the same time you pick up an application.

Fees are due when the application is submitted for processing. The fees are non-refundable if the application is denied. A CPL (if issued) is valid for five years from the date of issue. Once the permit is approved it will be mailed directly to you. If you are applying for your first concealed pistol license, it may take up to 30 days to complete the background check before the license is issued. It can take up to 60 days to issue a license if you do not have a Washington driver license or identification card.

Sultan Adopts 2011 Budget

The Sultan city council approved a $10 million dollar balanced budget on December 16, 2010. "This budget holds the line on city services," said Mayor Carolyn Eslick. "Despite the most severe economic downturn in 29 years, the City of Sultan is able to balance the 2011 budget without cuts to city programs. The city’s block watch program, adopt-a-street program and new park patrol program are a very big part of Sultan’s success in 2010. Continued volunteer support will be vital to the city’s success in 2011", added Eslick.

The city anticipates collecting approximately $616,000 in property tax revenues. There will be a $60,000 decline in property tax revenues as a result of the city reaching the levy cap of $1.60/$1,000 of assessed value. Property taxes are used to support the General Fund and Street Fund. Revenues in the general fund are used to support police and court services ($1,110,000); park maintenance ($83,318); and building and planning services ($243,000). General fund revenues have decreased from $1,945,000 in 2010 to $1,876,000 in 2011 a $69,000 decrease. Expenditures in the general fund have decreased by $137,000 compared to 2010. The General Fund has an ending fund balance of $68,000.

Approximately $45,000 was cut from the Street Fund in 2011. The Street Fund is used to maintain, repair and improve the city’s street system. Due to the decline in property tax revenues, the 2011 budget does not include funding for major street repair and maintenance projects such as reconstructing the intersection of Third and Bell Streets.

The focus in 2011 is to complete the planning efforts started in 2010. The city will finish the effort to update the Comprehensive Plan, Water System Plan, and General Sewer Plan. The city has set aside $125,000 to support these planning efforts. Other projects planned in 2011 include integrating the city’s financial software system ($6,000); updating the city’s nuisance codes; removing bottlenecks at the Waste Water Treatment Plant to improve capacity ($335,000); replacing the exterior stairs at the post office building ($15,000); and paying-off the interfund loan to the general fund ($45,000).

The city continues to struggle with the loss of fees paid by new development. Sultan secured a $1,000,000 low interest state loan in 2007 to make improvements to the sewer plant. The city planned to make the loan payments using new development fees. The 2011 budget anticipates the loan payment coming from a combination of beginning fund balance, reserves, reduced operating expenses and a proposed $6.64 increase in sewer utility rates effective January 1, 2011. There are two years left on the loan.

Mayor Eslick noted, "This budget provides important city services. I’m proud that our taxpayers trust us with their money and support the city with their time and talents. I look forward to working with community members in 2011 to stretch our limited revenues to achieve our shared goals."

Sultan Planning Board Considers Changes to Development Rules and Standards

The Sultan Planning Board is seeking public input and comment on the proposed changes to development rules and standards at its next meeting at 7:00pm on Tuesday, December 7, 2010. Planning Board meetings are held in the City Council chambers at the Sultan Community Center located at 319 Main Street.

Development rules and standards dictate how property owners and developers can subdivide land. Changes under consideration include timelines for approvals, public input and comment and the responsibility for issuing approvals.

Property owners, developers, real estate agents and others considering future subdivisions or development of properties in Sultan should review the proposed changes. Community members interested in the process for accepting and approving development application and future standards for streets, sidewalks, lot sizes, setbacks etc. should also review the proposed changes and provide comment.

“The biggest change is separating the unified development code into two separate chapters; one for zoning rules and another chapter of rules for subdividing land into lots”, noted Planning Board Chair Frank Linth. “Initially we worked to re-organize the existing rules into a more logical format. We quickly realized current rules conflicted with one another. In September, we started to look at rewriting the rules from scratch”, added Linth.

The Planning Board will complete its policy review of the rules and standards in Sultan Municipal Code Titles 16, 19 and 21 in December. The next step is for city staff to rewrite the rules and standards to implement the proposed policy changes. The Planning Board is scheduled to review the first draft of revised rules and standards at its meeting on Tuesday, January 4, 2011 at 7:00 pm. All meetings are held in the Sultan Community Center located at 319 Main Street.

Naslund Interviews for Sultan Council Seat

At the council meeting on November 18, the Sultan City Council interviewed Marianne Naslund for the council seat vacated by former council member Ron Wiediger. Naslund was the only person to submit an application for the vacant position which was held open for three weeks for interested community members. Wiediger submitted his resignation in October to focus on improving his health. The city council will consider appointing Naslund to the city council at the council meeting on December 2, 2010. If appointed, Naslund will be sworn into office on December 16, 2010. Naslund’s term is effective until the outcome of the next general election in November 2011.

Marianne Naslund and her family have been members of the Sultan community for the last 17 years. She currently has a 10th grade son enrolled in Sultan High School and her older son graduated from Sultan High in 2010. Nearly 3 years ago the Naslunds took in a teenager and he also graduated (on time) from the Sultan School District in 2010. All 3 boys have been involved in sports and the SHS technology club. Naslund has worked for the Sultan School District in Facilities Support since 2002 and has recently taken an administrative position at Sky Valley Options alternative high school.

During the interview, Naslund stressed that she wanted to be part of the effort to make Sultan a better place for families to live and thrive. “I have been an active member of the Sultan community, volunteering for many years through the Chamber and the Schools”, said Naslund. “I have served as an event Coordinator for Sultan Shindig since 1997 and was the Chair for the Sultan High School Class of 2010 Senior Parents Association. My commitment as the tumbling coach for the Sultan High School cheerleading squad is seasonal and will be ending at the end of Basketball season in February (winter sport), giving me plenty of time to commit to serving the city as a council member.”.

Sultan Approves Sewer Rate Increase

At the council meeting on November 18, the Sultan City Council had first reading to approve increasing the base sewer rate for residential and commercial customers from $64.83 per month to $71.47 per month, a $6.64 increase, effective December 1, 2010. If approved, the measure would also increase base sewer rates by another $3.00 effective December 1, 2011. The two-year rate increase is necessary to cover debt service payments in 2011 and 2012 to pay the balance on a five-year Public Works Trust Fund loan received in 2006.

Second reading to adopt the increase is scheduled for the council meeting on Thursday, December 2, 2010. Sewer customers will first see the changes on their January utility bills. There is an opportunity for public comment on the proposed increase at the beginning of the council meeting on December 2, at approximately 7:00pm. Council meetings are held in the Sultan Community Center located at 319 Main Street.

At the November 18 meeting, the city council also approved delaying an approved $1.25 increase in the stormwater utility until June 2011. The stormwater utility was scheduled to increase from $6.75 to $8.25 on January 1. “The city council recognizes the sewer increase was an unexpected impact to household budgets,” commented council member Jeffrey Beeler. “Delaying the stormwater utility increase until June will hopefully bring some short-term relief”, Beeler added.

The city has approved a number of changes to the 2011 budget to reduce the impact of the rate increase to cover debt payments. Cost cutting measures include diverting all new connection fees to debt service; restructuring the loan to extend the repayment one additional year to lower the annual cost; depleting the sewer reserve fund; deferring annual maintenance; and reducing expenditures in the operating budget.

The rate increase is necessary to cover debt service on $1,000,000 borrowed at 3% interest in 2005 to upgrade the sewer plant to serve new development as required by state law. The city planned to convert the five-year design loan to a 20-year loan when construction started on the plant upgrade. When the economy faltered in 2008, and new development stopped, the council made the decision to stop the design at 50% and postpone construction of the $18.5 million plant improvement. Unless the plant design is completed within the next two to three years, the city may never use the partially completed work. This seems likely given the slow economic recovery. The design work will need to be updated (re-engineered) at a later date to take into consideration new regulations and design criteria.

Sultan Seeks to Fill Vacant Council Position

The Sultan city council is accepting applications and letters of interest for a council vacancy created by the resignation of Ron Wiediger on October 14, 2010. Applications for appointment to city council Position No. 3 will be available on Monday, October 18, 2010 at city Hall, 319 Main Street, Suite 200 Sultan WA, 98294 on the city’s website: Council Vacancy Application, or by calling 360-793-2231. Completed applications must be submitted to the city clerk no later than 4:30pm on Wednesday, November 10, 2010.

All applicants must complete an application and submit a letter of interest to be considered for a vacant position. Interviews with interested applicants are tentatively scheduled for the city council meeting on Thursday, November 18, 2010. If a selection is made, the appointment to office would be effective at the next regular meeting on Thursday, December 2, 2010.

An eligible applicant must be a registered voter in Sultan at the time of application and have resided within the Sultan city limits for at least one year. The replacement will serve until the position is filled by election in November 2011.

The city council meets regularly on the second and fourth Thursdays of the month. City Council members often have committee meetings and other time obligations in addition to the city council meetings. Sultan council members typically spend 10-15 hours weekly fulfilling the duties of office.

NOAA Launches Pacific Northwest Winter Weather Awareness Week

The NOAA National Weather Service forecast offices serving the Pacific Northwest will host the region’s annual Winter Weather Awareness Week Oct. 17-23, 2010. During the week, meteorologists will educate the public about the dangers of winter weather in the Pacific Northwest and encourage them to take action when life and property are at risk.

The Pacific Northwest experiences weather ranging from mild to extreme throughout the year. National Weather Service meteorologists educate people everyday about the region’s climate and weather, but this winter weather campaign offers people an opportunity to refresh their knowledge about winter weather threats.

Sultan's municipal code updated through May 27, 2010

In 2009, the Sultan City Council approved a contract with code publishing to update the city’s laws (ordinances) on a regular basis. In the past, the city’s municipal code (hard copies and electronic copies) were update once every couple of years. This made it difficult for people reading Sultan’s code to find the most current regulations.

These are the current regulations through May 27, 2010. The city is working with code publishing to resolve a couple of minor questions on Ordinances No. 1080-10 through 1082-10 which will bring the municipal current through August 2010. After which, the code will be updated as new regulations are passed by the city council.

The on-line versions are offered as a courtesy to the public. We are working with our webmaster to update the link on the city’s homepage to connect to this version.

FREE Business Networking Fair in Sultan

A FREE Business Fair will be held on Saturday, September 25, 2010 on Main Street in Sultan between 4th and 5th Streets. Sultan Mayor, Carolyn Eslick and Sky Valley Chamber of Commerce President, Jeff Cofer will be hosting and facilitating the event. The purpose of the Business Fair is to showcase the many businesses that are in and around Sultan. "There are a lot of large and small businesses that many people don’t know exist in Sultan. This is their opportunity for FREE advertising, exposure and networking with other local business owners," said Carolyn Eslick, Sultan Mayor and proprietor of "Grow Washington".

The Business Fair will begin at 10:00 AM, giving the business owners until 11:00 AM to network with one another, exchange business cards and information about their business. From 11:00 AM to 2:00 PM it will be open to the general public. "We’re having the Business Fair, rain or shine", said Jeff Cofer, Sky Valley Chamber of Commerce President. "We’ve reserved the community room at the Community Center located at 319 Main Street, just in case it rains", continued Cofer.

Sultan Celebrates Community Center Anniversary

Sultan Mayor Carolyn Eslick invites the public to attend the 10th Anniversary Celebration of the Sultan Community Center on Saturday, August 14, from 12:00 Noon to 3:00 PM.

The ceremonies will be opened with local soloist, 14 year old Anya Liebman, singing "America the Beautiful" and leading the audience in "My Country Tis of Thee", followed by a "spoken walk" down memory lane about the Community Center building and its beginning.

At 1:00 PM the Community Family Portrait will be taken on the corner of 4th and Main, reenacting the photo taken on August 18, 2000 when the building was first dedicated to the community. After the Community Family Portrait, the citizens will enjoy and open house and tours of the city hall and library, with information stations throughout the building.

"I'm very excited to be Mayor at this landmark occasion and look forward to the open house that will give our citizens an opportunity to see the intricate workings that go on daily at City Hall" said Mayor Carolyn Eslick.

City Council and Planning Board Special Meetings Cancelled

The special planning board meeting scheduled for Tuesday, August 3, 2010 at 3:00pm has been cancelled. The planning board had set aside time in its 2010 calendar for the board to meet in the council chambers every other month at 3:00pm for study session items. There are no agenda items for the August 3 meeting. The planning board will hold its regular meeting later in the evening on August 3 at 7:00pm. The special council meeting scheduled for Thursday, August 5, 2010 at 7:00pm to discuss the planning board's recommendation to amend the shoreline goals and policies adopted in the 2008 comprehensive plan has been cancelled. Discussion of the shoreline goals and policies and utility element goals and policies is scheduled for 7:00pm on Thursday, August 19, 2010 in the council chambers. Sultan City Council Names New Member

The Sultan City Council welcomed its newest member on Thursday, July 22, 2010 with the appointment of Joe Neigel. Neigel was appointed after he received unanimous support from the council. Joe Neigel succeeds Jim Flower, who stepped down in order to accept an offer for a full-time position which would conflict with his council duties and responsibilities. Neigel will be sworn in by City Clerk, Laura Keonig at the council meeting on August 12, 2010. The position that Neigel fills will expire in November 2011.

During the open interview process prior to the start of the regular council meeting, Neigel described himself as the father of four children growing up in Sultan. He explained he is seeking appointment to the Sultan city council to infuse long-standing and emerging problems with new energy and ideas. Neigel indicated he intends to run for election next November to complete Jim Flower's unexpired term.

Three candidates applied to replace Flower. Each candidate was interviewed, after which the council went into executive session to discuss the candidates. The council appointed Neigel during the open public meeting. Following his appointment, Neigel thanked the council "for the chance to serve the community and represent Sultan."

County Seeks Comment on FEMA Grant Proposals

Snohomish County invites residents to attend a public meeting and comment on the county's proposed projects to reduce future flood losses to homes in the community. The meeting will provide an opportunity for owners of flood-prone properties to learn about the federal and state programs available to reduce or eliminate future flood damage. The meeting will be held on Wednesday, July 14th, from 6:30 – 8:30 p.m. in Sultan City Hall, 319 Main Street.

The proposed projects include home elevations and buyouts in Snohomish, Duvall, Index and Silvana. Funding for these projects is available through the Federal Emergency Management Agency's (FEMA) Hazard Mitigation Grant Program, following Presidential Disaster DR 1817 - the January 2009 record floods.

During the first hour of the meeting, representatives from FEMA will present information on a funding program to reduce severe repetitive flood losses.

Knuckey and Harris Reappointed to Sultan Planning Board

Bob Knuckey, a Sultan resident and volunteer captain, and Steve Harris a local business owner were reappointed by unanimous vote of the city council to a second term on the Sultan planning board. The two-year term for both positions begins on July 1, 2010. Under the Sultan Municipal Code, the mayor has the authority to appoint planning board members and the city council confirms the mayor's appointment.

"It was a very easy choice to make," stated Mayor Eslick. "Mr. Knuckey and Mr. Harris have been very dedicated members of the Sultan planning board. They have worked closely with the city council on a number of important issues such as repealing the planned unit development code and creating a new public and institution zone for government land uses. I am delighted they both offered to serve a second term," added Eslick.

The planning board's primary responsibility is reviewing and monitoring the city's comprehensive plan and development regulations. Over the next six months, the planning board will work on updating the city's 20-year plan as required by State law and reorganizing the zoning code which establishes how properties may be developed. The Planning Board meets on the first and third Tuesdays of each month at 7:00pm in the Sultan Community Center located at 319 Main Street.

Parks Topic of Open House in Sultan

Residents and business owners within the Sultan community are invited to join the City as it takes comments on the city's parks and long-range planning efforts to handle a population of 11,119 in the year 2030. The community open house will be on Tuesday, June 29, 2010 from 4:30 - 7:00 p.m. at the Sultan Community Center located at 319 Main Street in Sultan. This is the third in a series of open houses to take public comment on proposed changes to the City's 2004 comprehensive plan to meet the requirements of the state growth management act. The focus of the open house is on the city's park system:

  • How can we use parks maintain our "small town" character?
  • Can we use our parks to attract tourists and other visitors to our community?
  • Should we have one large community park on the plateau or three smaller neighborhood parks?
  • How can we accommodate different park user groups such as pedestrians and equestrians?
    • "The City has a number of important decisions to make over the next six months that will affect city residents and those living just outside the City limits," said Mayor Carolyn Eslick.. "We encourage community members to be aware of proposals, such as expanding the park system to attract visitors to our community and encourage economic development. These changes may affect the quality of life for current and future Sultan residents. Now is the time to share your questions and concerns," added Eslick.

      Following the Open House, the City Council and Planning Board will have a joint meeting to review the population forecast for the city's 20-year comprehensive plan; discuss changing how the city's parks are classified; and whether the city should have one large community park or three smaller neighborhood parks to serve new development between the Sultan Basin Road and Rice Road.

Mayor Eslick Earns Leadership Award

Sultan Mayor Carolyn Eslick recently received a Certificate of Municipal Leadership (CML) from the Association of Washington Cities (AWC). Mayor Eslick completed over 30 hours of training credits to earn this distinction.

"Within these leadership training classes, city leaders discuss effective ways of dealing with common issues. Recent classes included effective council roles and relationships, and methods of engaging community members in strategic planning," explained Eslick. "These are issues that are essential to Sultan’s success."

The CML program is designed to enhance the ability of elected municipal officials. The program provides mayors and council members in Washington with knowledge and skills required for effective governance. To earn this certificate, the official attends a variety of AWC sponsored municipal workshops; including sessions on budgeting, land use planning, personnel, and leadership. The courses help the mayors and council members learn the essentials of municipal service and improve their ability to work with council colleagues, city staff, and citizens.

Road Closure Notice - This project has been delayed until further notice

Crews will permanently close the Sultan-Startup Road at its westerly intersection with US 2 on the morning of June 22, 2010. We will build a cul-de-sac to allow vehicles treavelling westbound on the Sultan -Startup Road to turn around at the location of the closure. The easterly intersection of the Sultan-Startup Road and the US 2 will remain open.

Sultan Seeks to Fill Vacant Council Position

The Sultan city council is accepting applications and letters of interest for a council vacancy created by the resignation of Jim Flower on May 27, 2010. Applications for appointment to city council Position #5 will be available on Monday, June 14, 2010 at city Hall, 319 Main Street, Suite 200 Sultan WA, 98294 on the city's website application, or by calling 360-793-2231. Completed applications must be submitted to the city clerk no later than 4:00pm on Friday, June 25, 2010.

All applicants must complete an application and submit a letter of interest to be considered for a vacant position. Interviews with interested applicants are tentatively scheduled for the city council meeting on Thursday, July 8, 2010. If a selection is made, the appointment to office would be effective at the next regular meeting on Thursday, July 22, 2010.

An eligible applicant must be a registered voter in Sultan at the time of application and have resided within the Sultan city limits for at least one year. The replacement will serve until the position is filled by election in November 2011.

The city council meets regularly on the second and fourth Thursdays of the month. City councilmembers often have committee meetings and other time obligations in addition to the city council meetings. The council is currently meeting on the first and third Thursdays of the month to review and recommend changes to the city's comprehensive plan. Sultan council members typically spend 10-15 hours weekly fulfilling the duties of office.

Sultan Adopts New Rules for Peddlers and Solicitors

On Thursday, May 27, 2010, the Sultan city council adopted new rules regulating peddlers and solicitors doing business in the city. The new rules, which go into effect next week, require door-to-door peddlers, solicitors and transient merchants to apply for and receive a city business license and pay the license fee before conducting any business. Individuals must prominently display their city business license when conducting any peddling activities. Peddling activities can only be conducted between the hours of 9:00am and 8:00pm.

The Sultan city council decided to review Sultan's peddlers and solicitors rules last December after an increase in door-to-door sales prompted phone calls from concerned residents to the Sultan police department. The original rules, adopted in 1979, needed to be brought into compliance with current state and federal law.

"We were looking for a way to regulate door-to-door sales and address public concerns without creating more unnecessary bureaucracy," commented councilmember Sam Pinson. "Police Chief Jeff Brand suggested updating the city's business license regulations to include peddlers and solicitors. This turned out to be a great suggestion and allowed the city to regulate peddlers and solicitors like other business ventures," added Pinson.

Vendors operating at farmer's markets, under a temporary use permit, non-profit organizations carried on by religious, civic, charitable, non-profit or youth organizations are exempt from the license regulations. Violations of the regulations are a misdemeanor and are subject to a $500 fine for each offense.

Sultan Councilmember Jim Flower Resigns From Office

Sultan councilmember Jim Flower announced his decision to resign at the Council meeting on May 27, 2010. Flower cited his decision was necessary in order to accept an offer for a full-time position which would conflict with his council duties and responsibilities.

During his announcement, Flower stated, "It has been a wonderful opportunity to serve the City of Sultan and the residents of this community. Unfortunately, the downturn in the economy has affected my family in ways I could not have anticipated. In the end, my first responsibility is to take care of my family. This was a very difficult decision to make."

Flower was elected to Position 5 in 2004 and served a four year term. He ran unopposed and was reelected to a second four year term which will expire in 2011. During Flower's service to the Sultan community he was instrumental in representing personal property rights, adopting a balanced city budget and supporting the business committee. He served on the board of the Public Health District and was elected to chair the Board of Health in 2009. He was reappointed to a second term as chair in 2010. Mayor Carolyn Eslick commented, "Jim Flower has been a very important part of the Sultan city council. He brought a sense of decorum and history of the community to the council that will be hard to replace."

Sultan Holds Workshops to Plan City's Future

The Sultan city council will meet at 7:00PM on the first and third Thursdays of each month during June, July and August to review the planning board recommended changes to the city's long-range goals and policies. The meetings will be held in the Sultan city council chambers located at 319 Main Street.

Changes under consideration include removing required design standards for downtown businesses, removing requirements to have retail development precede residential development, and using property taxes and utility fees to finance capital projects in order to avoid using grants and debt service. Changes to the long-range policies can affect property taxes and the rates residents and businesses pay for water, sewer and garbage services.

Mayor Carolyn Eslick noted, "The city council and community have a number of difficult decisions to make regarding Sultan's future. Eslick added, "The council is considering changes which could take Sultan in a new direction. We encourage community members to stay connected as the city council considers public input and planning board recommendations."

Share Your Thoughts on Sultan's Budget and Future Priorities

The Sultan City Council will consider priorities for the 2011 budget at its annual summer retreat on Saturday, June 5, 2010 from 9:00am-2:00pm at the Monroe library located at 1070 Village Way in Monroe, WA. The public is invited to attend and hear the discussions. No action will be taken at the meeting.

In the morning, the Council will review proposed long-range goals such as increasing the police budget by $50,000 for directive patrol to reduce incidents of crime, increasing the parks budget by $30,000 to improve park maintenance, and spending $100,000 to complete the updates to the city’s long-range plans already underway.

Following lunch, the City Council will receive a one-hour presentation on parliamentary procedures. In the afternoon, City officials will discuss specific details on proposed park maintenance improvements including a proposal to add one to two seasonal staff dedicated to parks maintenance.

Free Business Workshop in Sultan

Sultan Mayor, Carolyn Eslick and Sky Valley Chamber of Commerce President, Jeff Cofer will be hosting a FREE Business Workshop on Social Media. How you can use Twitter and Face Book to grow your business.

The workshop will be held in the City of Sultan Council Chambers, 319 Main Street from 7:30 AM to 9:30 AM on Friday, May 21st. The guest speaker is Glenn Froehlich, president of Knowledge Matters, an adult continuing education company with an emphasis on Social Media for people over 40 and small business Social Media Marketing, also called "Inbound Marketing."

"This is the third of four, quarterly Business Workshops this year and our goal is to help the small business owners succeed and prosper", said Mayor Eslick.

Good News From Sultan High School

Six outstanding juniors were honored by the 2010 Masonic Junior Achievement program. Fabiola Arroyo, Leigha Dale and McKenzie Sumpter were the female honorees and Jacob Biddle, Zach Day and Sam Hatton the male honorees. Selected as the overall winners were Fabiola and Zach.

Fabiola Arroyo was the recipient of another prestigious award. She was one of fifty students recognized nationally by being selected as a Silver Award winner for Citizenship Achievement by the Alexander Hamilton Friends Association.

Mayor Carolyn Eslick, Donna Murphy and other representatives of the City of Sultan visited with students during lunch on three Tuesdays in April. Each visit had a theme (e.g., parks and recreation) and gave students the opportunity to share their opinions about and ideas for the future of Sultan. Students participated positively and, according to Mayor Eslick, a great deal of valuable information was gathered.

Dave Wood, Nigel Dunn and Marcy Waldman of Volunteers of American spent time at SHS recently to visit with students about two new VOA programs. Thirty-seven students picked up applications for positions on the new Sky Valley Teen Court. The intent of the court is to provide peer interventions for at risk youth. Numerous other students indicated an interest in joining the VOA Western Washington Youth Action Team. The Action Team provides students with opportunities to volunteer for projects that contribute to the community.

The team that organized and presented the Every 15 Minutes program will be traveling to Great Wolf, near Olympia, on May 19-20 to present to a panel of judges at the Spring Youth Forum sponsored by the Attorney General of the State of Washington . The group was awarded funds for housing, food and some travel expenses. The judges will chose one of the presentations to represent Washington by being given at a national prevention forum. Members of the team are Stephanie Morrill, Harmony Counsellor, Mikayla Day, Russell Wiita and Cody Higgins. Advisors for the trip are Rik Morris and Sarita Whitmire-Skeith.

Although most post-season honors are yet to come, two spring performances should be noted at this time. Senior distance runner Rici Morrill was named the Female Track Athlete of the Meet at the Bellevue Invitational on May 1st. Rici won the 800m, took 2nd in the 400m and 6th in the 200m. Senior John Bardwell tied for medalist honors in the Cascade Conference meet on May 10th. In addition, Brad Green was named to the Cascade Conference All-League 1st team and John was named to the 2nd team.

Para-educator Roz Wilcox recently received certification for the City of Sultan Community Emergency Response Team. The SHS family applauds her commitment to the safety and support of the Sultan Community.

Senior Corrie Hiatt was recently honored by being selected as one of twelve winners in Snohomish County PUD’s Art Contest 2010. Her artwork, which can be seen at www.snopud.com, will also be on display at the main Snohomish County PUD building from April 26th through May 7th. She will be recognized at the Board of Commissioners meeting on May 4th.

SHS students recently received a great compliment from Mardini’s Restaurant in Snohomish. A group of about thirty SHS students went to Mardini’s for dinner on prom night. The party bus that dropped them off was 45 minutes late picking them up. The manager of the restaurant was very impressed with the maturity and positive behavior of our students during the 45 minute wait for transportation. It appears the group represented Sultan High School very well!

Congratulations are to be extended to Rachel Whitbeck, Fabiola Arroyo, and David Shirley for achieving excellent scores on the SAT. All scored in the range of the 90th percentile on the test.

On May 20th Kelsey Robbins will be receiving the WASA Award for educational leadership. This award is presented to an individual who has provided leadership for the implementation of an innovation that has resulted in measurable growth in student achievement. SHS is honored to have a winner for the second straight year. Bill Woolley won this award last year. In addition, Bernie Swanson is being honored for his community service as a volunteer in Jerry Eilers’ vocational classes.

On April 17 Nic Gregg received a Gold Award at the 2010 Olympiada of Spoken Russian at the University of Washington. The competition required participants to demonstrate their expertise in areas of culture, literature and spoken language. Nic also received a scholarship for further intensive study of the Russian language.

The Sultan Sportsman's Club - The Newest Stilly-Snohomish Task Force Nursery

This past March, the Stilly-Snohomish Fisheries Enhancement Task Force began work at its newest satellite nursery location – the Sportsman's Nursery in Sultan. The land is property owned by the Sultan Sportsman's Club and will be the Task Force’s first "in- ground" nursery with plants growing on site instead of in pots.

This winter over 300 dogwood, willow and salmonberry livestakes were installed by Sultan school students and community volunteers. After the livestakes grow out, they'll be used as a cutting block for future livestake needs. In the spring, cedar, alder and cottonwood plants will be placed around the nursery, creating an "in-ground" nursery - our first! These plants and livestakes will be nursed for at least one year, dug-up and/or cut, and used for future projects along Tychman Slough in Sultan.

The Task Force is thrilled to work on this unique project in Sultan. Not only is it the first nursery of its kind for the Task Force, but we were amazed to see the magnitude of interest from the Sultan community! We're excited to work on more projects with such enthusiastic local support.

The Sultan Sportsman's Club is an organization devoted to conservation and awareness for issues related to the health of their streams and local resources. They hold an annual "Duck Race" with boats down the Sultan River, as well as a Fishing Derby, in May. Anyone interested in joining the Sportsman's Club or to learn about their upcoming events can contact Club Treasurer, Bob McCarty, at (360) 799-1031.

The Family Forest Fish Passage Program (FFFPP) is a cost-share program that was established in 2003 for small forest landowners in Washington to correct fish passage barriers on their forestlands. The FFFPP grants will cover 75-100 percent of landowner costs to remove barriers to salmon to viable spawning streams. They also assist landowners in finding organizations like the Task Force to work with, as replacing a culvert can be challenging.

Free Safety Fair
Brings Helicopter and Hovercraft

The City of Sultan is the host of the Sultan Safety Fair, an event with the goal of educating the public about different safety hazards and steps they can take to protect them and their family. The City is working in partnership with Snohomish County Sheriff's Department, Fire District 5, Search and Rescue, Washington State Patrol and Sultan School District on the second "Sultan Safety Fair". This FREE event will be held in Sultan's Downtown River Park on Saturday, May 15, 2010 from noon – 4:00 PM.

Snohomish County Search and Rescue will bring the Rescue Hovercraft and land the Search and Rescue helicopter at the event. Environmental Impact Statement (EIS): Scoping
Thoughts on the Supplemental EIS? Let us know

The City of Sultan is updating its 2008 Comprehensive Plan, catching up with certain amendments to comply with directives from the Central Puget Sound Growth Management Hearings Board. As part of this process, the City will prepare a Supplemental Environmental Impact Statement (SEIS) in compliance with the State Environmental Policy Act (SEPA). The environmental review process will inform the public of the proposed plan's environmental impacts.

Generalized Scope - The outcome of the SEIS and planning process will be the adoption of an updated comprehensive plan. As allowed by SEPA, the analysis of the plan's impacts are not detailed to specific sites, but instead give an overview of the impacts that could be expected under the broad context of the land use, transportation, housing, capital facilities, economic development and other policies the City will consider.

Prior Work - Ultimately, the SEIS will be integrated into the comprehensive plan, relating environmental impact and proposed mitigation measures directly to the plan's proposed policies. In that way, the City and the community can understand how policy may cause significant environmental impacts and how the City plans to address them. Since this is a supplemental EIS, many of the existing environmental impacts and mitigation measures from the 2008 comprehensive plan will carry forward to this plan update. Only those new environmental impacts caused by shifts in policy direction will be addressed as part of this process.

Emerging Issues - The City has been conducting workshops with the Planning Board and receiving public comment on the process since June of 2009. Many of the resulting recommendations for policy changes revolve around the issues identified below, and will be explored in more detail as the process continues.

Agencies and members of the public are invited to comment on the scope of the SEIS to help determine the range and kinds of issues the SEIS should address. You may comment on alternatives, identified issues, mitigation measures, probable significant adverse impacts, or other relevant issues.

Parks and Environmental Impact Topic of Open House In Sultan

Residents and business owners within the Sultan community are invited to join the City as it takes comments on the city's parks and long-range planning efforts to handle a population of 11,119 in the year 2030. As part of the Sultan's effort to update its Park and Recreation Open Space Plan, the city wants to know what you think about Sultan parks and green-spaces. Is it a wildlife haven or a waste ground? Do you love it or loathe it? Is it litter-strewn or is it litter free? The city is especially seeking input from young people and families who will be the city's future. The community open house will be on Tuesday, April 27, 2010 from 4:00 - 7:00 p.m. at the Sultan Community Center located at 319 Main Street in Sultan.

This is the second in a series of open houses to take public comment on proposed changes to the City's 2004 comprehensive plan to meet the requirements of the state growth management act. It is also the kick-off for the state required Environmental Impact Statement scoping meeting. Proposed changes to the plan discussed by community residents include:

  • Creating commercial "centers" at US 2/Old Owen Road and US 2/Rice Road.
  • Supporting and encouraging affordable housing
  • Adopting and enforcing property maintenance standards for businesses
  • Maintaining a system of impact fee charges to ensure new development pays for roads, parks and other facilities to serve new development
  • Taking an active role in attracting new economic development

"The City has a number of important decisions to make over the next six months that will affect city residents and those living just outside the City limits," said Mayor Carolyn Eslick.. "We encourage community members to be aware of proposals, such as expanding the park system to attract visitors to our community and encourage economic development. These changes may affect the quality of life for current and future Sultan residents. Now is the time to share your questions and concerns," added Eslick.

Following the Open House, the City Council and Planning Board will have a joint meeting to review the city's vision statement, discuss maintaining the city's "small town character" and long-term needs in the city's parks system.

Notice of Joint Council/Planning Board Meeting

There will be a Joint meeting of the Sultan City Council and Planning Board on April 27,2010 at 7:00 PM in the Sultan Community Center at 319 Main Street, Sultan Washington. The purpose of the meeting is to provide an opportunity to discuss and provide direction to staff on issues that have developed during the 2011 Comprehensive Plan Update. The agenda items will include:

1. Review proposed amendments to the city's vision statement.
2. Discuss and define the term "small town character".
3. Discuss whether the current park definitions (e.g. regional, community, and neighborhood) accurately reflect the city's park system.

Got Junk? Sultan Clean Up Day Coming April 17

The City of Sultan is hosting its annual Community Clean-Up Day on Saturday, April 17, 2010 from 8am to 3pm at the Eighth Street entrance to Sultan High School. To drop off unwanted items, you must be a Sultan resident and bring the release form attached to the flyer mailed to all residents. Additional release forms are available at city hall.

"This is a great opportunity to clean-up your property and dispose of garbage, old appliances, tires, landscape material or other materials", noted Julie Addington the project coordinator. To make this a successful event, the city is partnering with Allied Waste, Snohomish County and the Sultan High School Technology Club. The Sultan High School Class of 2010 is hosting a bake sale to raise money for the senior graduation party. Allied Waste is collecting canned food for the Sultan Food Bank. Senior citizens and disable residents living in Sultan who contact city hall by 4:00pm on April 16 can arrange for help transporting items for disposal.

Refrigerators and freezers require a $30 fee to cover disposal costs. You must pre-pay at the Sultan City Hall during regular business hours by April 16 and show your receipt at the event. Household hazardous waste such as batteries, brake fluid motor oil and propane tanks can be disposed of for free. There is no charge for green waste such as leaves, grass, and Christmas trees. The Sultan High School Technology Club will provide free data wiping services on any computer brought in for recycling. Monitors and televisions will not be accepted.

Business Roundtable Focuses on Local Industries

Mayor Carolyn Eslick and Sky Valley Chamber of Commerce President, Jeff Cofer are facilitating the third of four Business Roundtables on Tuesday, March 30th at 2:30 PM. The host of the Roundtable will be Kim Koppenberg, owner of Koppenberg Enterprises located at 32620 149th St. SE, Sultan.

Koppenberg Enterprises is located in Sultan's Industrial Park and is one of the nation's premier manufacturers of columbarium niches. They manufacture, ship and install pre-cast cremation niches throughout the U.S., Canada and Puerto Rico. They manufacture a wide array of granite and marble stone columbariums at the Sultan facility.

"We're really excited that Kim is hosting this Business Roundtable at his location so other business owners in the area can see there's a lot happening out here in East Snohomish County", said Mayor, Carolyn Eslick. The focus group is "Industry", but all business owners are invited and encouraged to come.

The guest speaker will be Matt Smith, Vice President of the Economic Development Council of Snohomish County. After the Roundtable everyone will be given a tour of Koppenberg Enterprises and the business next door, Stonehenge Architectural Concrete and Terrazzo. "We're going to be walking around in an industrial area, so everyone should wear clothes and shoes they don't mind getting a little dirty", said Jeff Cofer.

Sultan Basin Road Closure Wednesday March 24, 2010

City of Sultan Public Works Road Crew will be closing Sultan Basin Road from Yew Avenue to Bryant Road (134th St. SE), Southbound Lanes to repair a serious crack that has developed in the sewer line asphalt repair from a sewer line installation.

This closure is design to stop a potential pothole hazard before it develops the public works crew will be sealing the crack with hot emulsifier so the crack does not develop into a larger job.

The south bound lane of Sultan Basin Rd will be closed from Yew Ave. to Bryant Rd. (135th St. SE) on Wednesday, March 24, 2010 from 9 am to 1 pm for this repair, weather depending.

Southbound traffic will need to detour at 132nd Street SE, to Rice Rd. (339th Ave. SE) to gain access to US 2.

Sultan Council Votes to Increase Garbage Rates

The Sultan city council will vote on March 25, 2010 whether to increase garbage rates on residential and commercial accounts. The council meeting begins at 7:00pm in the Council Chambers located at 319 Main Street in Sultan. There is an opportunity for public comment at the beginning of the council meeting. Approval of proposed rate changes will take place after public comment.

The proposed rate increase would take effect July 1, 2010. Garbage rates for residents with weekly garbage service are proposed to increase $2.13 from $17.95 to $20.46. The council originally discussed a higher rate, but moved to reduce expenditures and implement the new rates in July 2010 to lower the overall impact to garbage customers. Since the city is moving to a "cost-of-service" model, residents with 2-32 gallon cans per week will see a decrease in their garbage bill.

The proposed rate change is the result of a rate study completed by FCS Group which evaluated the costs for garbage collection and disposal for residential and commercial customers. "The rate adjustments are necessary to meet projected operational and maintenance service needs in our garbage collection and disposal services," Mayor Carolyn Eslick said. Cost drivers include establishing a 45-day operating reserve to ensure adequate revenues to pay expenses; increasing labor costs; and saving $550,000 to replace the city's garbage truck in 2015.

The City is obligated by state law to manage garbage collection like a private business. Fees collected for garbage service can only be used for providing garbage services and the fees must cover both maintenance and operation of the utility.

April 1 Application Deadline for Sultan Comprehensive Plan Amendments

The deadline to submit applications to amend the Sultan Comprehensive Plan is April 1, 2010. Applications must be submitted to the Community Development (Planning) Department no later than 4:00 pm Wednesday, April 1, 2010 at Sultan City Hall located at 319 Main Street in Sultan. Application forms, which outline the detailed application requirements, are available at City Hall and by calling 360-793-2231. The Community Development Department offers a complimentary consultation to assist in understanding the process and completing the application.

"This is an opportunity for the public or the City to request site-specific or policy changes to the Comprehensive Plan," notes Community Development Director, Bob Martin. "The City Council moved the application deadline to April 1 in 2009 at the request of community members to give the Planning Board and City Council more time act on applications in a single year," added Martin.

Once this year's April 1 application window closes, the Planning Board will review the applications and transmit initial recommendations to the Council by July 30. The recommendations will consist of findings on the policy issues and the Planning Board recommendation on inclusion of the application proposal on the Council's adopted version of the docket for the year. By October 1, the City Council will review the Planning Board recommendations and make decisions for adding proposals to the annual docket. Amendments approved by the City Council are incorporated into the Comprehensive Plan.

The state Growth Management Act allows local jurisdictions to review and update their comprehensive plan text and maps no more than once each year. The Sultan Municipal Code Chapter 16.134.070 D. establishes the schedule starting with filing of applications by April 1st of each year.

The annual review process allows property owners and others to request changes to a property's comprehensive plan and zoning designations. These changes could allow property owners to use their property for activities not currently permitted under its existing zoning designation. When a comprehensive plan designation change is applied for, a zone change is completed during the same process. The annual review process is also the opportunity to make changes to the goals and policies that guide Sultan's future growth and development.

Sultan Library Adds New Computers and Extended Computer Time Exclusively for Job Seekers

When the going gets tough, libraries get you going. Beginning March 2010, Sultan Library will provide notebook computers for job seekers to borrow for extended in-library use. This is one of many free tools Sno-Isle Libraries offers to help customers get through challenging economic times.

The public PCs currently available in the library are in high demand by job seekers, as well as other customers. Making notebooks available for use in the library gives job seekers more computer time to seek job opportunities, complete online applications, file for unemployment benefits, prepare resumes and cover letters, and take advantage of other resources. There is no set time limit on the notebooks, but they must be returned before the library closes.

The notebook computers are funded through a grant from the Office of the Secretary of State, Washington State Library, as a part of the Renew Washington Project, which is funded by the Bill & Melinda Gates Foundation and the Institute of Museum and Library Services. The Renew Washington grant program is helping 17 public libraries across the state meet needs in their local communities.

The $30,000 grant to Sno-Isle Libraries was used to purchase 30 notebook computers specifically for job seekers. The notebook computers are available for in-library checkout to adults with library cards in good standing at the following Sno-Isle libraries: Darrington, Granite Falls, Lynnwood, Marysville, Oak Harbor, Stanwood, and Sultan. These seven libraries were selected based on community need.

The computers provided by the Renew Washington grant are part of the Sno-Isle Libraries "Tools for Tough Times" campaign. The "Tools for Tough Times" campaign directs community members to free library resources for job hunting and surviving in a lean economic climate. To borrow a "Tools for Tough Times" notebook computer, or to locate other "Tools for Tough Times" resources, please ask a Sno-Isle Libraries staff member.

Free Business Workshop in Sultan

Sultan Mayor, Carolyn Eslick and Sky Valley Chamber of Commerce President, Jeff Cofer will be hosting a FREE Business Workshop on Business Finance and Taxes. The workshop will be held at the Sultan Visitor Information Center, 320 Main Street from 7:30 AM to 9:30 AM on Friday, March 19th. "This is the second of four, quarterly Business Workshops this year and our goal is to help the small business owners succeed and prosper", said Mayor Eslick.

Sultan Considers Economic Stimulus Measures

At the council meeting on February 25, 2010 Sultan city officials will discuss additional measures proposed to stimulate home and business construction including extending deadlines to complete projects and deferring transportation and park impact fees to the time of sale. Council meetings begin at 7:00PM and are held in the council chambers at 319 Main Street.

In 2009, the city made changes to reduce the time it takes to receive a building permit. A permit for a single-family home can be approved within two weeks following submittal of a complete application. Applicants can check the status of their permits on the city's website. The city council has approved agreements to extend deadlines to complete projects to give builders and developers more time for economic recovery.

Time extensions and postponing fees charged to builders to pay for road impacts, sewer connections and address other impacts of development are unlikely to reduce the cost of construction. And they likely won't affect home prices. But they are being tailored to encourage more residential and business construction.

"It's really a result of the economic conditions" facing the single-family development industry, commented Mayor Carolyn Eslick. Several other area cities have already adopted limited changes intended to encourage home construction. "We're looking at a fairly limited time frame," Eslick said. "We anticipate that the typical length of a deferral will be twelve to twenty-four months."

Share Your Ideas About Sultan's Future

On Tuesday, February 23, 2010 the Sultan planning board will host a Public Open House to share information and hear input from the public on proposed changes to Land Use, Environmental, Transportation and Housing Elements of the city's comprehensive plan. The open house is from 4:30 p.m. to 7:00 p.m. at the Sultan Community Center located at 319 Main Street in Sultan. Residents and business owners are encouraged to attend.

"Sultan is updating its long-range plans as required by law," noted planning board chair, Frank Linth. "Changes to the city's long-range plan will affect property taxes and utility rates along with the fees paid to open a new business, future housing costs and where new roads and parks will be located," added Linth.

Small groups of Sultan community members and business owners have been meeting together twice a month to review the city's long range goals. Discussions at the small group meetings have been lively and respectful. Participants agree in their responses to the policy questions about 90 percent of the time. The other 10 percent of the time there are clear divisions. A number of themes are beginning to emerge: Reduce Regulations and Eliminate Development Constraints; Align Future Land Uses with the Floodplain; Encourage Development in "Centers"; Protect and Preserve Existing Assets. Future small group meetings are scheduled for 6:30PM on March 9 for parks and March 23 for utilities.

There are some differences of opinion. The planning board is seeking further community input on the following questions – should the city encourage large or small residential lots; should the city adopt and enforce property maintenance standards; should developers or taxpayers foot the bill for infrastructure to serve new development; should the city take an active or passive role in economic development?

Snohomish County Natural Hazards Mitigation Planning/ Education & Survey

In 2005 a group of 50 "Planning Partners" within Snohomish County worked together to develop and submit the first ever county wide hazards mitigation plan to the federal government. The plan was used to identify potential hazards with the many cities, regions and agencies within our county, to identify and inventory assets that could help during an emergency and that are at risk during any of these hazards or disasters. It was also the basis for many grants we have all received to reduce these hazards.

We are required to update this plan every five years so since early 2009 staff from the City of Sultan, Sultan Schools, Fire and Police Departments have been working with the Snohomish County Natural Hazards Committee to update the plan, identify additional hazards and update the impacts of these disasters. We have identified the greatest risks to Sultan and our surrounding area as floods, Culmback Dam weakening or failure, earth quakes, wild land fires and hazardous materials leaks. The committee has developed a lot of information from many sources but now we have come to place were we need YOUR help.

We have developed an online survey that is attached and you can complete from the comfort of your home or office and submit to the committee. This survey will help us identify what your concerns are, what your level of knowledge and training is related to hazards and preparedness and help build a better plan. Are You Ready to Protect Your Family Friends and Property

You're sitting in your house and all of a sudden everything starts shaking. Do you know what to do? Studies and history show that it takes at least 72 hours for help to reach citizens after a significant event. In the Skykomish Valley those events can range from floods, earthquakes, dam failure, wildfires and much more.

The City of Sultan is working in partnership with Snohomish County Fire District 5 and Snohomish County Sheriffs offering "Community Emergency Response Team" (CERT) Training. CERT Training is a way for you to protect your family, friends and neighbors for the first 72 hours following a disaster.

The classes are free and will be held every Friday, beginning on February 12th. The same sessions will be held in the afternoon and evenings from 1:30 PM – 4:30 PM and 6:00 PM – 9:00 PM. "The course is very comprehensive, covering Disaster Preparedness, Fire Suppression, Medical, Search and Rescue, Psychology and Team Organization and even Disaster Simulation", commented Sultan Police Chief, Jeff Brand.

Sultan Garbage Schedule Has Not Changed

Sultan garbage and recycling customers recently received a letter and follow-up post card from Allied Waste announcing changes to recycling pick-up in Sultan. The city of Sultan provides garbage pick-up services to Sultan residents. The garbage pick-up schedule has not changed.

The letter and post card provided by Allied Waste was confusing because it referenced changes to garbage, recycling and yard waste pick-up. Allied Waste contracts with the City of Sultan to pick-up recycling and yard-waste only for city residents and businesses.

Sultan residents should place their garbage cans at the curb on Thursday, Friday or Monday. A complete garbage pick-up schedule is available on the city's website here

In general, downtown Sultan south of High Street and west of Eighth Street is pick-up on Monday. East of Eighth Street and North of Fir Street and the areas east of Sultan Basin Road are picked-up on Thursday. Eagle Ridge and areas west of the Sultan Basin Road and the Dyer and Skywall neighborhoods are served on Friday. Garbage and recycling are mandatory services in Sultan.

Sultan Earns High Ratings for Building Code Effectiveness

The City of Sultan has received a Grade 3 classification from the Washington Surveying and Rating Bureau on the Building Code Effectiveness Grading Schedule (BCEGS) for residential, commercial and industrial properties within the city limits. This maintains the city's BCEGS Grade 3 awarded in 2005.

Many insurance companies will use these BCEGS grades, among other determinants, in their formulas to calculate insurance rates. Depending on the rating of the community and the type of coverage being calculated, discounts can range from 5% to 18%.

According to Sultan Community Development Director, Bob Martin, "Compared to many other municipalities in the state, Sultan's classification is very good." Martin said many factors go into calculating the grade, including looking at a city's existing building codes, number of plan reviews, number of certified building inspectors, ongoing departmental training, among other things. Sultan currently contracts with Snohomish County for building plan review and inspection.

"It's a fact – homes and businesses with superior construction experience far less damage. I am proud Sultan has maintained its high rating. We need to recognize Sultan employees and Snohomish County staff for their dedication in maintaining the city's high rating," added Martin.

Cities and counties in Washington are assigned a grade from 1 to 10 by the Washington Surveying and Rating Bureau using its Building Code Effectiveness Grading Schedule (BCEGS). Sultan Urges Residents to Seek Tax Assistance

Thousands entitled to Earned Income Tax Credit payment could miss out
Free tax help for low to moderate-income taxpayers available by dialing 211

Olympia, WA – The state is urging you to apply for your share of millions in Earned Income Tax Credit money available to eligible families and individuals from the Internal Revenue Service (IRS). Today is National "Earned Income Tax Credit Day," designated to help raise awareness of this federal program that goes unused by about 20 to 25 percent of qualified workers who are entitled to receive a check for up to $5,657. Based on these estimates, as much as $140 to $174 million could go unclaimed by Washington residents eligible for the credit.

"You work hard and you earn every dollar," said Gov. Chris Gregoire. "Taking advantage of the tax credit is the right thing to do for yourself and your family."

Thousands of working families and individuals in Washington each year fails to apply for the credit, missing out on their share of the money. Seniors, individuals with low incomes, and non-English speaking tax payers account for much of the unclaimed credits because they do not realize that they are eligible for it. Last year, 380,000 people applied for the credit, bringing about $696 million into the state's economy.

The Washington State Department of Commerce has teamed up with the IRS, AARP Tax Aide, Community Action agencies, United Way agencies, banks and credit unions across the state to remind eligible taxpayers that they must file a 2009 federal income tax return to receive the Earned Income Tax Credit – even if they owe no tax. Communities throughout Washington are taking part in the national Earned Income Tax Credit Day on Friday to promote the tax credit.

Groups promoting the Earned Income Tax Credit (EITC) have a simple message: It's your money. Come get it. Any individual or couple who worked in 2009 should file for the EITC. The amount of the tax credit depends on family size and gross income. The American Recovery and Reinvestment Act (ARRA) also provides a temporary increase in EITC for taxpayers with three or more qualifying children. Following are eligibility requirements:

  • With three or more qualifying children, income less than $43,279 or $48,279 if married filing jointly. Maximum refund: $5,657
  • With two qualifying children, income less than $40,295 or $45,295 if married filing jointly. Maximum refund: $5,028
  • With one qualifying child, income less than $35,463 or $40,463 married filing jointly. Maximum refund: $3,043.
  • With no children, income less than $13,440 or $18,440 married filing jointly. Maximum refund: $457.

Free tax preparation services are available to low and moderate-income families now through April 15. Ask for "free tax preparation" and operators will provide free tax site locations and hours in your area.

Sultan Planning Board Schedules Monthly Workshops

The Sultan planning board adopted its regular meeting schedule for 2010.  The board holds its regular meetings at 7:00pm the first and third Tuesday of each month in the Sultan city council chambers located at 319 Main Street.

Board members approved holding workshop or study sessions on the first Tuesday of every other month from 3:00pm to 5:00pm beginning in February In order to provide adequate time for discussion of general planning issues.  Workshops or study sessions are planned for February 2, April 6, June 1, August 3, October 5 and December 7.  The planning board will determine the agenda items for discussion in advance of the meeting.  No action will be taken by the board at workshops. 

"I proposed adding the study sessions to give planning board  members an opportunity to discuss upcoming issues in-depth in a more informal atmosphere," noted planning board member Robert Knuckey.  Knuckey added, "Since this is the first time many of the board members, including myself ,have served on the planning board, the learning curve is very steep.  It is important that we have time to really discuss issue as a board and understand all the details before making final decisions."

Sultan Council Hears Survey Results

A survey to assess what Sultan residents think about the community and future improvements comes back in front of the Sultan city council on Thursday, January 14, 2010 at 6:00PM in the Sultan Council Chambers located at 319 Main Street, Sultan.  Ian Stewart with EMC Research, will be on hand to discuss the survey results.  The survey results will be posted on the city’s website after the council meeting at www.ci.sultan.wa.us/City_Hall/City_Departments/Community_Development/.

Officials will hear the results of the October telephone survey the city did through Seattle, WA.-based consultant EMC Research. The statistically valid telephone survey sought the opinions of 300 randomly selected residents to get their views on city services, future growth, parks facilities and economic development.

"The results were fascinating," said Mayor Carolyn Eslick.  Eslick didn't want to unveil specific results until the meeting, but stressed that the survey was objective and scientific.  "The survey looked at public views on long-range planning, what qualities people found attractive about the area and some of the tradeoffs associated with planning, among other things.  The information will be used in 2010 to help with revising the goals and policies in the city's long-range growth plan," added Eslick.

Sultan Utility Rates Change January 1

Sultan water and sewer customers will see an eleven percent increase in residential water rates and a five percent increase in sewer rates on their January 1, 2010 utility bills. The base rate for residential water use will increase $2.84 from $25.25 to $28.09. The volume rate for more than six hundred cubic feet of water will increase from $2.28 to $2.54. Single family homes will see a $3.09 increase in sewer rates from $61.74 to $64.83. Residential stormwater rates, approved by the city council in 2008, will increase $1.00 from $5.75 to $6.75. Commercial customers will also be affected by utility rate increases.

Water and sewer utility rate changes were approved by the Sultan city council earlier in the year, but the city council delayed implementing the new fees until 2010. Rates for garbage and recycling will not change.

"Approving utility rate increases during these tough economic times was a very difficult decision to make," stated Councilmember Kristina Blair. "The city council spent six months reviewing the financial analysis and looking at different rate alternatives before approving the water rate increase earlier this year," she explained.

"People mistakenly believe that utility rates can be co-mingled with other city funds to balance the budget. This is not true. The city is required by state law to run utility services like independent businesses. Unfortunately, the current rates were not covering expenses even after cutting expenses. We are required to meet increasingly expensive state standards," added Blair.

Student Reps Join Sultan City Council

Sultan High School seniors, Stephanie Morrill and Nic Gregg  have been named as student representatives on the Sultan city council.  Stephanie is the primary representative and Nic is the alternate.  During regular and special council meetings student representatives provide input on the needs, interests, problems, and views of Sultan’s young people.   Student representatives are encouraged to participate in council discussion and share their thoughts on issues for council consideration.  The appointment as student representative expires on June 30, 2010. 

"We are very fortunate to have two well qualified young people appointed to fill the position of student representative," said  Mayor Caroline Eslick.  "Both Nic and Stephanie attended the last council meeting.  Nic shared information on an upcoming student film festival in Everett and Stephanie mentioned Rici Morrill, her twin sister placed seventh in the 2A state cross country championships.  Their presence at the meeting is already being felt," added Eslick.

In her application, Stephanie Morrill wrote she is interested in serving as a student representative because she cares about the [Sultan] school and its relationship with the Sultan community.  Nic Gregg wrote he is interested in serving because there is a need to have a strong connection between the city council and the youth of the valley.

Sultan Offers Online Bill Pay

Sultan residents may now pay their utility bills online and over-the-phone.  The online service provides another method for customers to pay their utility bill: In person at City Hall depositing in the drop box at the community center, by mail, over the phone with ACH transaction and now with online e-payment. The online bill pay is available to any customer regardless of their preferred method of payment.

Under state law, the city cannot pay the transaction fees, to cover these costs, a $2.00 online convenience fee is applied to checking and savings payments and a 4.167% online convenience fee is applied to debit and credit card payments.

Laura Koenig, Deputy Finance Director noted, "We are glad to finally be able to offer this service to our customers.  For the past few years, the city’s finance department has been looking for a vendor to provide online payment services.  We are pleased to provide a more convenient way for Sultan utility customers to pay their bill and meet the state’s requirements."

City offices will be closed on Thursday, November 26, 2009 and Friday, November 27, 2009 in observance of the Thanksgiving holiday.

Sultan Seeks to Fill Planning Board Vacancy

Sultan community members with an interest in the future growth and character of the city are invited to apply for a vacancy on the Sultan Planning Board. Keith Arndt has stepped down from the Board.  The Planning Board seat vacated by Mr. Arndt is for a two-year term which expires on July 1, 2010.

Planning Board Public Hearing

The City of Sultan Planning Board will conduct a Public Hearing on Tuesday, November 10, 2009 at or shortly after 8:00 PM in the Council Chambers, located at City Hall, 319 Main Street, Sultan, Washington.

This Annual Comprehensive Plan Docket Application has been filed by Terra-ex Land Group, owner of the property. The Public Hearing is set to undertake Amendment Procedures leading to Amendment of the Comprehensive Plan Map, requesting to change the Plan Designation at the intersection of Hwy 2 and Sultan Basin Road from Economic Development (ED) and Moderate Density (MD) Residential, to Highway Oriented Development (HOD) a retail commercial designation.

This is a Level IV Amendment Process in the City of Sultan Public Participation Policy document.  The Planning Board will conduct a Public Hearing, take public testimony on the Application, and make a recommendation to the City Council.  The Council may act on the proposed Amendment without further Public Hearing.

Planning Board Meeting Changes for November and December 2009

The City of Sultan Planning Board Regular Meeting scheduled for Tuesday November 3, and Tuesday November 17, 2009 at 7:00pm has been rescheduled for Tuesday, November 10, 2009 at 6:30 PM and Tuesday November 24, 2009 in the Council Chambers, located at City Hall, 319 Main Street, Sultan, Washington.  No meeting will be conducted on November 3 or 17, 2009.

The November 10, 2009 Meeting will be in two parts.  The portion of the meeting from 6:30 PM to 8:00 PM will be in Work-Group Session with citizens groups for Development of the 2011 Comprehensive Plan.  Starting at 8:00pm, the Planning Board will convene to conduct regular business.  This will include a Public Hearing on a proposed Comprehensive Plan Amendment by Terra-Ex Land Group.

SULTAN BALANCES 2010 BUDGET

The city council is ready to adopt the mayor's recommended budget for 2010 at the council meeting on Thursday, November 12, 2009 at the Sultan Community Center located at 319 Main Street.  The meeting begins at 7:00pm.  Residents are invited to attend the meeting and share their comments on the proposed budget.  Copies of the budget are available on the city’s website, ( 2010 Recommended Budget Part 1, 2010 Recommended Budget Part 2 or call

"This budget continues the efforts of the city to get its fiscal house in order," said Mayor Carolyn Eslick.  "Despite the most severe economic downturn in 29 years, the City of Sultan is able to balance the 2010 budget without cuts to city programs.  Volunteers have been a very big part of Sultan’s success in 2009 and we will continue to need active community support next year", added Eslick.

The 2010 general fund budget anticipates only very modest changes in revenues.  Overall revenues in the general fund are used to support police services, street and park maintenance and economic development efforts.  General fund revenues have decreased from $1,989,000 to $1,961,000 a 1.4% decrease.  Expenses in the general fund are held at last year’s levels. 

The focus in 2010 is planning for Sultan’s future. The city will begin the effort to update the Comprehensive Plan, Water System Plan, General Sewer Plan and Park and Recreation Plan.  The city has set aside $300,000 to support these mandated planning efforts and to maintain eligibility for grant programs.   Other projects planned in 2010 include streamlining the city's permit process to support economic development ($15,000); overlay 8th Street from Main Street to High Street ($30,000), extend the water line on 6th Street between Alder and Date to improve fire flow ($110,000); acquire new park land ($30,000); and make safety repairs to the post office and Boys and Girls Club ($50,000). 

The largest impact to the 2010 budget has been the loss of fees paid by new development.  The city secured a $1,000,000 low interest state loan to make improvements to the sewer plant.  A new centrifuge was installed in the plant in October as part of the project to increase plant capacity.  The city planned to make the loan payments using new development fees.  Currently, the $350,000 loan payment is coming from a combination of user fees and reserves.  There are three years left on the loan.  The city is negotiating with the state to extend the payments for two additional years. 

During the budget hearing on October 22, 2009 Mayor Eslick noted, "This budget provides important city services.   I’m proud that our taxpayers trust us with their money and support the city with their time and talents.  I look forward to working together in 2010 to plan a better future for the Sultan community."

The City of Sultan is inviting community members to meet together in small groups to determine how Sultan will look and grow in the future.  Meetings will be held every other Tuesday evening beginning Tuesday, October 27 and ending Tuesday, December 8.  All meetings begin at 6:30PM at City Hall located at 319 Main Street.  Residents and business owners are welcome to come to one or more meetings. 

The small group meetings are part of the city’s effort to update its long-range plan as required by state law.  The city plans to add 6,500 people to Sultan over the next two decades.  The community needs to revisit how housing, jobs, roads and parks will be built to serve more than 11,000 Sultan residents.   "We need help to make a plan that reflects the values of Sultan residents," noted Mayor Carolyn Eslick.  "Changes to the long-range plan will affect property taxes and utility rates paid by residents and fees paid to open a new business in Sultan.  We encourage people to come and share their views."

Join Sultan Mayor Eslick for Coffee

Have a question for Mayor Eslick? Come hear the answers over a cup of joe. Residents and business owners are invited to join Mayor Carolyn Eslick for coffee and casual conversation each Friday morning from 8 a.m. to 9 a.m. at the Dutch Cup Restaurant located at 922 Main Street in Sultan.

The premise behind the "Coffee with the Mayor" program is to make the elected officials more accessible to residents and business owners in the community and to promote one-on-one communications. This program allows community members an informal and comfortable forum in which to meet with the Mayor to talk about issues, ask questions, discuss concerns and offer comments or suggestions.

"This is another communication tool," said Mayor Eslick. "It’s a chance for our citizens to get to know me and ask questions in an informal setting." The next meeting will be at the Dutch Cup on Friday, October 23, 2009.

Sultan Council Weighs in on Initiative 1033

We are writing to express our concerns about Initiative 1033 and explain why the Sultan city council voted to oppose the measure.

I-1033 proposes to limit spending for state, county and local governments to the previous year's revenue plus local population growth and the national inflation index. Receipts over the limit would be used to cut property taxes the following year. No provision is made for government to save for a rainy day.

The limits established by I-1033 would apply to all city general fund revenues. In 2010 with the limit set at 2009 revenues. The spending limit would start in 2010, setting down as the base line revenues based on the worst recession in 29 years.

Sultan’s 2009 general fund budget is approximately $1,938,000 (including $116,000 in police grants). Per capita, the city’s general fund budget has fallen from $562 in 2000 to $400 in 2009 a 28% decrease. The levy rate has fallen from $2.00 in 2005 to $1.38 in 2009 a 31% decrease.

City general fund revenues include property taxes (limited to 1% plus growth), sales taxes, utility taxes, building and land use permit fees, interest earned on city funds, and grants (grants are exempt from the I-1033 limits).

The average $270,000 home in Sultan pays approximately $2,400 in property taxes. The city receives 15% of the property taxes paid ($373). The remaining property taxes are divided between the fire districts, school district, library district, hospital district and county and state governments. Since property taxes paid to the city are limited by law to a 1% increase, next year, property taxes paid to the city on a $270,000 home will increase by only $3.73 regardless of the increase in assessed values.

After reviewing the initiative and city sources of revenues, there are two concerns. Variable revenues such as building permit revenues are used to provide services to customers when demand increases. Under I-1033, if building permit revenues collected exceed the limit, the fees could not be used to serve customers instead the funds would be set aside in the "Lower Property Taxes Account".

Second, under Initiative 1033, sales tax revenues generated by new commercial development above the established limit would be set aside to lower property taxes for current residents. As new commercial development occurs in Sultan, voters would need to approve an increase to property taxes to maintain police services and continue park and road maintenance efforts.

Initiative 1033 doesn’t make sense. It discourages investment in economic development and takes fees for services and reallocates the money to lower property taxes. The Sultan City Council and I urge you to vote NO on Initiative 1033.

Sultan Plans Future

Residents and business owners within the Sultan community are invited to join the city council and planning board on Wednesday, September 30, 2009 from 6:30p.m. to 8:00pm to plan Sultan’s future. The meeting will be at the Sultan Community Center located at 319 Main Street in Sultan. 

"The City has a number of important decisions to make over the next 6 months that may affect city residents and those living just outside the City limits," said Mayor Carolyn Eslick. "We invite community members to join the effort to plan Sultan’s future. Proposed changes may affect the quality of life for current and future Sultan residents.  Now is the time to be involved," added Eslick. 

Following the meeting, there will be an opportunity for people to work together in small groups to review the city’s goals and policies for where future development will take place, where roads and parks should be built to serve new development, and how climate change requirements will be met.   Ideas adopted in the 20-year plan are implemented though building and permit regulations.  These regulations can affect current residential and commercial property owners. 

The meeting will provide one of several opportunities to understand Sultan’s current long-term plans regarding future residential and commercial growth and proposed changes to the City’s 20-year plan.  The city is required by state law to update its 20-year plan every 7 years.  The last plan was adopted in 2004.  Changes to the plan must be adopted in 2011.

September is National Preparedness Month

The Department of Homeland Security's Federal Emergency Management Agency (FEMA) is reminding everyone that September is National Preparedness Month. This National Preparedness Month, which is sponsored by FEMA's Ready Campaign, FEMA is encouraging all Americans to visit www.Ready.gov and learn how they can better prepare themselves and their families before the next emergency or disaster.

"Disasters can strike in the blink of an eye, anytime, anywhere," said Acting FEMA Regional Administrator Dennis Hunsinger. "By taking a few simple steps now you can ensure that your family and your community are prepared before the next emergency arises. We urge every American to take the steps necessary to keep their family safe, which include getting a kit, making a plan, being informed and getting involved."

This year the focus of National Preparedness Month is on changing perceptions about emergency preparedness and helping Americans understand what it truly means to be Ready. National Preparedness Month Coalition members have agreed to distribute emergency preparedness information and sponsor activities across the country that will promote emergency preparedness. Membership is open to all public and private sector organizations.

FEMA's Citizen Corps is also an important partner in this campaign. Citizen Corps is FEMA's grassroots strategy to bring together government and community leaders to involve citizens in all-hazards emergency preparedness and resilience.

Bob Knuckey Named to Sultan Planning Board

Bob Knuckey, a Sultan resident and volunteer captain, was appointed by unanimous vote of the city council to the Sultan planning board on Thursday, August 13, 2009. Knuckey was interviewed by the city council for a vacant planning board position in December 2008. Mayor Carolyn Eslick appointed Knuckey for the planning board position vacated by Robin Shaw following her resignation in August due to her work schedule.

"It was a very easy choice to make," stated Mayor Eslick. "Mr. Knuckey has attended planning board and council meeting regularly. He has expressed his interested in serving the Sultan community a number of times. This is his chance to serve Sultan in a new capacity," added Eslick. Under the Sultan Municipal Code, the mayor has the authority to appoint planning board members and the city council confirms the mayor's appointment.

The planning board's primary responsibility is reviewing and monitoring the city's comprehensive plan and development regulations. Over the next six months, the planning board will work on finalizing a public institution or public lands and uses zone for publicly owned properties; revising the planned unit development regulations; and updating the comprehensive plan as required by State law. The Planning Board meets on the first and third Tuesdays of each month at 7:00pm in the Sultan Community Center located at 319 Main Street.

Sultan Safety Rodeo

Families with children are invited to a free Sultan Safety Rodeo where they can learn bike safety, register their bikes to prevent theft, have their bikes inspected, and ride through the bicycle safety training course. The festivities are Saturday, September 19, from 12 am to 4 pm at Osprey Park in Sultan at the corner of First Street and High Avenue.

The Bike Rodeo and Safety Fair is sponsored by the City of Sultan and the Snohomish County Sheriff's Office. The event is being held in partnership with Fire District 5, the Sultan Boys and Girls Club, and Volunteers of America. This event is made possible in part to a Federal Justice Assistance Grant.

"We hope to bring families from throughout the community together to celebrate the benefits of riding a bike," said Mayor Carolyn Eslick. "Sultan is a bike friendly community and we want to ensure families can ride together safely." Families are encouraged to bring their bikes and join the fun.

Other safety activities include child identification finger printing and a 911 simulator to give kids a chance to learn the correct way to call 911.

The City of Sultan's "ADOPT A STREET" program.

Teresa and Bob Knuckey started the Sultan Adopt-A-Street program in November of 2008. The Knuckeys asked for, and received, cooperation from the City of Sultan to put up adopt-a-street signs and to collect the litter for free if the collected litter was put in a city provided yellow bag and the bag was put next to residential garbage cans on collection day.

The program is an all volunteer effort and to date has over 100 volunteers. Volunteers are cleaning over 12 miles of city streets, 2 miles of park trails, and 3 city parks. There are 13 adopt-a-street signs in the city now. The city pays for the City of Sultan sign and the volunteers pay for the smaller personal sign recognizing the individual, group or family responsible for cleaning the street.

Teresa and Bob Knuckey are especially proud that their program has attracted over 50 kids from the Boys and Girls club, and Cub Scout pack 52. Several families are also involved with their children as well as 44 hard working volunteer firefighters from Sultan Fire District 5. Last but certainly not least there are several seniors helping to keep their streets clean.

The Knuckeys believe that for the city to attract new businesses and residences the city must present a nice clean well kept environment on city streets and parks. "We get comments almost every day about how much better the city looks," says volunteer captain, Teresa Knuckey.

The City of Sultan Planning Board will conduct a Public Hearing on September 1, 2009, at or shortly after 7:00p.m. in the Council Chambers, located at City Hall, 319 Main Street, Sultan, Washington.

The Public Hearing is set to undertake Comprehensive Plan Amendment Procedures leading to Adoption and implementation of the proposed Public & Institutional (P/I) Zone.

Through the Annual Docket Process, the Comprehensive Plan text will be amended to provide for the P/I Zone as an overlay zone in all Plan Designations. This will allow for placement of the P/I Zone through amendment of the Official Zoning Map without docketing a change in the Comprehensive Plan Future Land Use Map on the Annual Docket.

The Comprehensive Plan Future Land Use Map will be amended through the 2009 Annual Docket Process to change the two City properties (north portion of Reese Park and the Water Treatment Plant property) from "Unzoned" to "Low-Moderate Density plan designation".

At this time, public comments will be taken on a proposal to undertake Comprehensive Plan Amendment Procedures leading to adoption and implementation of the proposed Public & Institutional (P/I) Zone

The Subarea Plan was adopted as an element of the Comprehensive Plan by Ordinance 781-02 on June 5, 2002. As a Subarea Plan, it provides policies and standards at a more specific level for the area of the city that is subject to the Subarea Plan. The Binding Site Plan (BSP) procedure is one of those Development Standards called for in policies of the Industrial Park Subarea Plan.

Sultan Requests Volunteer Water Conservation

The City of Sultan is declaring a level two water supply problem and asking water utility customers to implement voluntary water conservation measures, particularly with regard to "non-essential uses" including washing vehicles, filling swimming pools, and watering plants and lawns. The declaration is the result of the extreme hot weather the Puget Sound Region has been experiencing and the forecast of this type of weather continuing. The City of Sultan Water Department is asking residents and business owners to voluntarily conserve water.

The public works director may enact a level two emergency when water use may exceed the rate of re-supply. On Monday, July 27, the city experienced a 70% increase in water usage and delivered more than one million gallons of treated water to customers. The city’s water supply is estimated to have a capacity of 1.36 million gallons per day. The city has a contract with the city of Everett to access additional water in periods of peak demand but Everett water is more expensive to purchase than the city’s own water supply. Voluntary conservation will ensure needed supply and keep water rates lower.

If the extreme warm and dry weather continues and the voluntary conservation program is not effective, the City of Sultan may declare a level three water emergency in accordance with SMC 13.13.040. During a level three water conservation emergency, the public works director may request the Sultan city council to invoke mandatory restrictions. The City of Sultan will be changing phone providers.

The City of Sultan will be changing phone service providers on Thursday, July 30, 2009 between 8am and 12pm.

The change is anticipated to save the city approximately $500 per month in long-distance phone charges and improve Internet connection speeds. The change should be smooth and transparent to the city’s customers. For more information contact City Administrator, Deborah Knight at 360-793-1164.

Sultan Seeks Members for Permit Efficiency Task Force

The City of Sultan is seeking volunteers to serve on a permit efficiency task force.  The task force will review the city’s permit process and make recommendations to the City Council.  Applications to serve are available on the City's website and at City Hall located at 319 Main Street in Sultan.  Applications are due by 4:00pm on Monday, July 20, 2009. 

The task force will include two Sultan business owners, two land developers, three  Sultan residents, one Planning Board member and one Council member.  

The city council will review the applications at its July 23, 2009 meeting.  Task force members may be appointed at that meeting. 

Task force members will meet at least twice per month in August and September.  The panel may make recommendations to the Council in October during the Council's 2010 budget deliberations.

Sultan's Sewer Plant Receives Award

The City of Sultan was named by the Washington State Department of Ecology as a recipient for the 2008 "Wastewater Treatment Outstanding Performance Award". Of approximately 300 treatment plants statewide, Sultan was one of 91 plants that achieved full compliance with its state permit.  Each plant receiving the award was evaluated for compliance with monitoring and reporting, spill prevention planning, pretreatment and other regulatory activities.

The award was presented to the City of Sultan at the council meeting on June 25, 2009.  Treatment plant staff members, John Harris and Todd Strom were recognized for the extraordinary level of effort achieved in 2008.  Ken Ziebart and Karen Burgess from the Department of Ecology noted the Sultan wastewater treatment plant is run by dedicated operators whose efforts complement one another to ensure outstanding compliance and protection of our state’s water quality. 

The City of Sultan is currently replacing the aging solids handling equipment at the treatment plan with a centrifuge system.  The new centrifuge system will lower operating costs and improve efficiency.  The centrifuge is the first phase in upgrading the waste water treatment plant to accommodate future growth.

these are the best times…..
A message from Mayor Eslick

The Sultan Community Advisory Committee will meet together again on Monday, July 20, 2009 at the Volunteers of America Family Support Center at 701 First Street beginning at 7pm.  This will be the third community meeting since the recent homicide in Sultan three weeks ago.

The past three weeks have been very disturbing to me, the Mayor of the City of Sultan, due to the incident on Fourth and Main Street,  just below my office.

I became Mayor a year and half ago.  There were twenty to thirty youth on the streets at all times of the day and night.  They were blocking sidewalks, "taunting" business owners and burglarizing the homes while people were sleeping.  Their attitude, nothing short of defiant.

That does not happen now.  It appears that we just moved the problem to a less visible area.

I believe the problem lies much deeper in our families and society.

Several years ago, the community and Volunteers of America formed a partnership to open a family support center.  It didn’t come too soon.  My husband and I were operating a restaurant with 40 employees at the time.  There were problems with each of them.  The one that comes to mind that triggered my involvement with the Family Support Center was a single mother of five.  She was an alcoholic and had tried to commit suicide for the third time.  My skills in dealing with these kinds of problems were very limited.  I saw the Family Support Center as a solution to the problem, and it was for several years. 

Because of circumstances and losing interest in the direction the center was going, I stepped back from participating in the program at the Center.  But now things have evolved to where I believe the Family Support Center could again be the center of our community.

The tragic death of a sixteen year old has brought the community together in a huge and positive way.  The community meeting that we held shortly after the incident, brought 250 of us together to look for solutions.  The questions asked were thought provoking, and many of the professionals didn’t have the answers   I believe the answers lie within ourselves as a whole. I have asked them to return on Monday, July 20 to continue our discussion and expand our conversation. The hope will be to begin the discussions of how we change how our youth think and perceive themselves and our community.

How do we become better parents, neighbors and mentors to be able to live in a community where we value each other and our youth?

If we could all remember to be tolerant and honor each of us for who we are, we will be on the first step of this journey.  To learn more about Healthy Communities. Sultan Holds Town Meeting

The City of Sultan is holding a town meeting to answer community questions and address concerns regarding the incident that occurred in front of City Hall on Wednesday, June 17 and the following arrests of local teens. The meeting is set for 7 p.m. Tuesday, June 23, 2009 at the Volunteers of America Sky Valley Resource Center, 701 First St.

Mayor Carolyn Eslick is seeking feedback from community members on other steps the city can take to provide safe activities for young people.  Representatives from the Sultan Police Department, Volunteers of America and Boys and Girls Club will be on-hand to hear comments and share ideas on expanding positive activities for Sultan’s children, teens and young adults.  Sheriff Officers will share information on gangs and gang violence in Snohomish County.

"The City, Volunteers of America, Boys and Girls Club and others have worked hard to make sure kids have safe places to be, especially on Friday and Saturday nights", notes Mayor Eslick. She added, "Kids can hang out at the Boys and Girls Club, compete in video game tournaments at the library or attend dances and other activities at Safe Stop, a program for teens on Saturday nights at the middle school. However, with the help of Sultan residents and surrounding communities we can do more."

New Rules in Effect for Special Events in Sultan

Are you planning to host a special event in Sultan such as a Fourth of July neighborhood block party, motorcycle poker run or street fair? The City of Sultan has adopted a new set of rules for hosting private events that impact city streets, parks, public areas and services such as police, fire and street cleaning.

"The new rules give City residents and business owners the ability to host special events on public or private property and encourage tourism and economic development in Sultan," explained Mayor Carolyn Eslick. "A group of community members developed the new rules together with the City to ensure events will be fun, safe, and considerate of surrounding property owners," added Eslick.

Under the new rules, residents and business owners hosting special events must contact the City and fill out an application. The application describes the type of event and potential impacts to the neighborhood. There is no fee to pay, but the City may charge if additional police or other city services are needed. Water Rate Increase Considered at Special Meeting

The Sultan City Council will hold a special meeting on Tuesday, June 9 at 7:00PM in the Council Chambers located at 319 Main Street, Sultan to discuss a proposed 11.25% increase in water rates and a proposed increase from $5,254 to $6,209 in the charge for new development to connect to the City's water system.

The Council has made significant cuts in the water operating budget over the last two-years in an effort to balance the budget without rate increases. The water rate increases are needed to make $200,000 annual debt service payments on past improvements to the water system including a water storage tank constructed in 2000. The new rates are also necessary to fund repairs and maintenance to the existing facilities including over 25 miles of piping. Sultan gets its water from a privately owned city watershed and processes water through its own water treatment plant.

Under one alternative, residential customers who use less water could decrease their water bills by $1.87 per month from $25.25 per month to $23.38 per month. Residential customers who use more water would pay increasing rates. If approved by the City Council the water rates under consideration will be effective on December 1, 2009.

Other items on the agenda for the special meeting include alternatives for funding improvements to the city's waste water treatment plant and changes to fees charged to new development to pay for improvements to the City's roads and parks to serve new growth.

Volunteers Needed for 2nd Annual "Project Main Street"

Mayor Carolyn Eslick announced today that the City of Sultan will sponsor the 2nd Annual "PROJECT MAIN STREET" on Saturday, June 6, 2009 from 9:00 AM to Noon. "This is an opportunity for the community to pitch in and help make Main Street Sparkle in preparation for Shindig." Said Mayor Eslick.

There are four Sparkle Stations to volunteer at:

  • Weeding and planting
  • Overall Cleanup – Windows/sweeping sidewalks/pick up litter
  • Painting crosswalks, no parking zones and parking spaces
  • Pressure Washing

Sultan Considers Car Tab Fee to Fix Roads

The Sultan City Council will take public comment in the Sultan Council Chambers from 6:30PM to 7:00PM on Thursday, May 14, 2009 on a proposal to create a Transportation Benefit District to fund the operation, maintenance, and preservation of transportation programs and facilities. The Council Chambers are located at 319 Main Street, Sultan, WA. The comment opportunity is a public forum and not a formal public hearing.

The city council can either establish an annual vehicle fee up to $20 or consider several options subject to voter approval. The council is seeking feed back from the community on the idea of funding road maintenance through a transportation benefit district. "A recent state review of city streets shows failure of the city’s street system due to deferred maintenance. The city continues to look for opportunities to maintain its roadway system to ensure city streets will continue to serve their purpose of safely moving residents and encouraging quality economic investment in Sultan," noted Mayor Carolyn Eslick. "The city is seeking feedback from the community on whether fixing streets is a priority," added Eslick.

The city is currently using all available resources to provide basic levels of city services to the Sultan community. Over the past decade, the City has deferred maintenance on its streets as traditional revenue sources have declined. Several City streets including Alder, Eight, Fourth, Main, East Main, Foundry Drive, Marcus, 140th Ave, 10th Street and others are beginning to seriously fail in spots. Local access streets have not been regularly maintained in over a decade.

A transportation benefit district (TBD) is a separate taxing district created for the sole purpose of acquiring constructing, improving, providing, and funding transportation improvements within the district. Transportation Benefit Districts are quasi-municipal corporations and independent taxing districts. Although a TBD has similar powers to a city, e.g. impose taxes, eminent domain powers, contracting, etc., it is a separate taxing district.

The city council is considering a street maintenance program using funds from the TBD to help prolong the life of city streets. If a TBD is approved, city streets would be surveyed and prioritized based on pavement condition. A maintenance schedule would be created to resurface streets on a 7-year cycle. Several cities have already created transportation benefit districts including Sequim, Prosser, Liberty Lake, Lake Forest Park, Edmonds, and Des Moines. Sultan Open Saturdays for Passports and Utility Payments

Sultan city hall will be open the last Saturday of every month from April 25 through September 26, 2009 offering passport processing and accepting utility payments from 10:00am to 2:00pm. City hall is located at 319 Main Street, Suite 200 in Sultan. City hall will be open on Saturday, May 29, June 26, July 31, August 28 and September 26. "This is part of a pilot project to make city hall more accessible to people who live in Sultan but work away from the city," stated Mayor Carolyn Eslick. "We hope to provide more ways for the community to connect and interact with the city in the future," added Eslick. As a part of this effort, the City Council has approved a contract to offer utility customers the option of making their monthly payments on-line through the City’s website. Sultan Appoints Jeffrey Beeler to Vacant Seat

The Sultan City Council selected Jeffrey Beeler to replace Dale Doornek who resigned from the City Council in March citing a decision to return to school. The Council also interviewed Robert (Bob) Knuckey for the position. There will be a public swearing-in ceremony in May.

"The Sultan community was very fortunate to have two highly qualified candidates interested in serving their community," stated Mayor Carolyn Eslick. "The Council had a very difficult choice to make," she added. Following the appointment, all the council members urged Knuckey to seek one of the five vacant council seats which will be up for election in November. "We need good people to seek public office and serve on the City Council," noted Councilmember Jim Flower.

During his interview, Jeffrey Beeler stated he has been a Sultan resident for nine years. He is interested in providing a voice for the Sultan Basin area of the city. He actively participates in city issues and attends council meetings regularly. In 2007 he served as the chair of the city's budget advisory panel. In 2008 he was a member of the stormwater stakeholders group which worked with the city to reduce the city proposed stormwater utility fee.

Jeffrey's top priorities are increasing police services, helping the city create an identity and ensuring the city does not neglect its infrastructure and plans for new growth. In addition to running his own small business for the last 20 years, Jeffrey serves as treasurer of the US 2 Safety Coalition and is vice-president for a non-profit organization.

In accordance with Washington State law, the Council appoints replacements to vacant positions. Beeler will serve until the position is filled by election in November 2009. The newly elected Councilmember filling Doornek's position will take office immediately following certification of the election in November. Four other Council positions are up for reelection in November 2009. The filing deadline for the November election is June 5, 2009.

Sultan Holds Public Hearing on Water Rate Increase

The Sultan City Council will hold a public hearing and take comment on a proposed water rate increase and a proposed increase from $5,254 to $6,209 in the charge for new development to connect to the City’s water system. The public hearing will be held at the City Council meeting on Thursday, April 23, 2009 at approximately 7:00pm in the Sultan Community Center located at 319 Main Street in Sultan. If approved by the City Council the water rates under consideration will be effective on December 1, 2009.

The preferred alternative under consideration revises the water rate structure by lowering the base rate charged for water from $25.25 to $23.38. The amount of water included in the base rate would decrease from 600 cubic feet of water (6ccf) per month to 300 cubic feet (3ccf) of water per month. The proposed rate structure meets the state requirements for encouraging water use efficiency.

Under the preferred alternative, residential customers who use less than 2 ccf per month would decrease their water bills by $1.87 per month from $25.25 per month to $23.38 per month. Residential customers who use less than 4 ccf/month would have an increase of $.64 from $25.25/month to $25.89 per month. Residential customers who use 6 ccf per month would pay $30.91/month for water. Water rates continue to increase as water usage increases. Currently, the average Sultan family pays $26.06 per month for water use.

Under the existing water rate structure, the majority of the City’s water revenues come from the base rate rather than the volume of water used. The majority of "usage" is not billed because it is in the fixed base rate. Low water users are in effect paying for high water users. The study found that City water rates should be changed to make them more equitable for all customers and provide the necessary revenue for operating expenses, repair and replacement of existing water pipes and water plant facilities.

The last water rate study was completed in 2004 and set a $2/year increase in the base water rates for five years. The last rate increase took effect December 1, 2008. The proposed water rates are based on a water rate study performed by FCS Group in 2008.

The City Council approved a water rate study in 2008 in part because water revenues were not adequate to cover operating expenses in the 2008 budget after cutting expenses in the operating budget. Since the water utility is an enterprise fund, the user fees and revenues collected must cover expenses. The rate study indicates without the proposed rate increase there will be a net deficiency in the water utility fund of approximately $151,000 in 2010 growing to an estimated $350,000 by 2014.

Sultan Police Department Open House

Mayor Eslick and the Sultan City Council cordially invite Sultan residents and the sky valley community to the Police Department Open House at 515 Main Street, this Thursday, March 26th from 4:30 PM to 6:30 PM.

Community Volunteer and Graffiti Remover, Rocky Walker will be there to demonstrate the hot water pressure washer that was purchased with a grant from the Washington State Association of Sheriffs and Police Chiefs specifically for graffiti removal. Community volunteers, Bob and Teresa Knuckey will be on hand to talk about the new CITY-WIDE PRIDE Litter Pick Up Programs. Sheriff's Deputies serving Sultan and the sky valley area will be available to meet with visitors and answer questions.

Sultan Offers Passport Processing on Saturday March 28, 2009

In participation with Department of State, Passport Services national outreach event "Passport Day In The USA" the City of Sultan will be offering passport processing on Saturday, March 28, 2009 from 10:00am to 2:00pm.

Beginning June 1, 2009, U.S. citizens must present a passport book, passport card or other travel documents approved by the U.S. government to enter the United States form Canada, Mexico, the Caribbean, and Bermuda at land borders and sea ports of entry.

"The federal government is advising people planning to travel outside the United States this summer to apply now ahead of the June 1st deadline", noted Sultan passport agent Rosemary Murphy.  In order to accommodate people’s busy schedules on March 28th all passport agencies including Sultan City Hall will be open to the public to accept applications.

Sultan Councilmember Dale Doornek Resigns From Office

Sultan councilmember Dale Doornek submitted his resignation to Mayor Eslick on March 17, 2009 citing a decision to return to school to get his masters degree after being accepted to the aviation program at Embry Riddle Aeronautical University.

In his resignation letter to Mayor Eslick, Doornek stated, "It has been a wonderful opportunity to experience what, and how the City Government operates. Not to mention the public support that is received, as well as the critics. I am confident that with the knowledge and experience of the Mayor, Council, city staff and Sultan residents; Sultan will prosper, and continue to grow economically."

Doornek was elected to Position 6 in 2007 and took office on January 1, 2008 to serve a four year term. In accordance with Washington State law, the Council will appoint a replacement.

Sultan residents interested in appointment to Sultan City Council Position #7, are required to submit an application and letter of interest to Laura Koenig, City Clerk by 4:00PM on Friday, April 10, 2009. An eligible applicant must be a registered voter in Sultan at the time of application and have resided within the Sultan City limits for at least one year.

The replacement will serve until the position is filled by election in November 2009. The newly elected Councilmember filling Doornek's position will take office immediately following certification of the election in November.

The City Council meets regularly on the second and fourth Thursdays of the month. City Councilmembers often have committee meetings and other time obligations in addition to the City Council meetings.

April 1 Application Deadline for Sultan Comprehensive Plan Amendments

The City of Sultan has a new deadline to submit applications to amend its Comprehensive Plan. Applications must be submitted to the Community Development (Planning) Department no later than 4:00 pm Wednesday, April 1, 2009 at Sultan City Hall located at 319 Main Street in Sultan. Application forms, which outline the detailed application requirements, are available at City Hall, the Sultan Library and by calling 360-793-2231.

"This is an opportunity for the public or the City to request site-specific or policy changes to the Comprehensive Plan," notes Community Development Director, Bob Martin. "The City Council moved the application deadline to April 1 at the request of community members to give the Planning Board and City Council more time act on applications in a single year," added Martin.

Once this year's April 1 application window closes, the Planning Board will review the applications and transmit initial recommendations to the Council by July 30. The recommendations will consist of findings on the policy issues and the Planning Board recommendation on inclusion of the application proposal on the Council's adopted version of the docket for the year. By October 1, the City Council will review the Planning Board recommendations and make decisions for adding proposals to the annual docket. Amendments approved by the City Council are incorporated into the Comprehensive Plan.

The state Growth Management Act allows local jurisdictions to review and update their comprehensive plan text and maps no more than once each year. The annual review process allows property owners and others to request changes to a property's comprehensive plan and zoning designations. These changes could allow property owners to use their property for activities not currently permitted under its existing zoning designation. When a comprehensive plan designation change is applied for, a zone change is completed during the same process. The annual review process is also the opportunity to make changes to the goals and policies that guide Sultan's future growth and development.

Hard Times Bringing More and More Folks to Sultan Library

The library has always been a busy place, well-used and well-loved, and Sultan Library staff are seeing even more people visiting the library as the economy has worsened. People are using the public pc's to update resumes, apply online for jobs, use online practice tests for a variety of civil service and other career examination practice tests. People are using these tests to practice to take the GED as well.  Visiting the library's website www.sno-isle.org, patrons see "Job Search and Career Development Resources" and "The Way of the Job Hunt," which has links to state unemployment websites as well as many resources for job-seekers.

Library staff recently observed a woman nearly in tears as she tried to apply online for an opening at a regional employer's website. With little computer experience, she was feeling stressed, but after a little assistance and guidance from staff who were able to get her started, she was able to complete the application. She was extremely relieved and told of the multiple places she visited expecting to get a paper application to fill out, only to be told she had to do it online. The library was there to enable her to do this.

Families have also been visiting more as a fun weekend outing, a way to pick up some free DVD's to enjoy, and grabbing some magazines to leaf through, or books to read together. Currently, kids are being delighted by the Dr. Seuss celebration in which children can color a Dr. Seuss sheet to have a chance to win a beautiful new book and matching stuffed animal, such as the beloved Cat in the Hat. Teens are enjoying a free afternoon of snacks and video games when they attend the library's monthly "Teen Game Days."

The www.irs.gov website and online tax filing websites have been doing a brisk business on the library's pc's as well, as people are finding it harder to afford an outside person to prepare taxes for them. One patron, finishing her Turbo Tax online filing, left happily and thanked the library for being here for her.

The Sultan Library is open Monday through Thursday 11am to 8pm, and Fridays & Saturdays 11am to 5pm.

The nearby Monroe Library is open many weekday and weekend hours, including Sunday afternoons 1-5pm.

Sultan Council Hosts Meeting to Encourage Special Events

Are you interested in hosting a special event such as a Fourth of July neighborhood block party, motorcycle poker run or street fair? The City of Sultan is considering a set of procedures for events that impact city streets, parks, public areas and public services such as police. The City Council is hosting a meeting on Wednesday, March 11 at 6:30PM in the Sultan Community Center to discuss and take public input on proposed procedures. The Community Center is located at 319 Main Street in Sultan.

The proposed procedures will give City residents and business owners the ability to host special events on city property and encourage tourism and economic development in Sultan. Recommendations and input from the meeting will be considered by the Council for action during a regular council meeting. Sultan Supports Classic Motorcycle Show

The Sultan city council voted unanimously on Tuesday in favor of partnering with ABATE and other community organizations to host the next Antique and Classic Motorcycle Show. Following the vote, councilmember Jim Flower summed up the mood of the evening, "This event has the community's support and the council's support." The city council voted after hearing from ABATE representative Rod Hobelman that the 2009 show would be cancelled due to lack of preparation time to change the venue. The City and ABATE will begin ironing out the details of event logistics including shared costs for public safety.

The council's decision was made at a special meeting where the decision to host the motorcycle show was the only topic on the agenda. Several community and business members spoke in favor of hosting the show. Restaurant manager, Cindy Buoy told the City Council, "Our vendors say they are ready to provide everything we need to serve event goers. This event would be a great asset to the Sultan community." Police Chief Jeff Brand supported the Council's decision saying, "the delay gives the City a chance to negotiate an agreement with ABATE that will work for all the parties."

The city will form a small work including citizens and business owners to begin work immediately on special events regulations and permit process. The council wants to ensure all special events are treated equitably. The first meeting on special events regulations will be on Wednesday, March 11, 2009 at 6:30PM at the Sultan Community Center at 319 Main Street. Sultan Council Reschedules Winter Retreat

The Sultan City Council moved to reschedule the Saturday, February 28, 2009 winter retreat to Saturday, March 21, 2009.  The rescheduled retreat will be held at the Monroe Library located at 1070 Village Way in Monroe, WA from 9AM to 2PM.

Sultan Considers Hosting Motorcycle Show

The Sultan City Council will hold a special council meeting on Tuesday, February 24, 2009 at 6:30PM at the Sultan Community Center located at 319 Main Street. The purpose of the meeting is to consider and take public comment on a proposal to host the 13th Annual ABATE Antique and Classic Motorcycle Show in Sultan on Sunday, May 17, 2009. The show would be held in a six block area adjacent to River Park in downtown Sultan.

"This is a unique opportunity for the City of Sultan," stated Mayor Carolyn Eslick. "The Sultan community has expressed an interest in hosting more special events. The ABATE Antique and Classic Motorcycle Show has a long running history of success in the City of Snohomish. The group is looking for a new home for the 2009 or 2010 event. One key question is whether Sultan and ABATE can reach agreement on paying for the number off-duty police officers needed to patrol the event," added Eslick.

The ABATE Antique and Classic Motorcycle show has been held on the third Sunday in May in the City of Snohomish for the last 12 years. The event attracts between 10,000 and 20,000 visitors – 3,000 to 9,000 motorcycles for the single day event which begins and 9:00AM and ends at 4:00PM.

The event includes a bike show competition, vendors and live music. The show celebrates the history of motorcycling, educates the public about motorcycle safety issues, and showcases the precision riding skills of the Seattle Cossacks Motorcycle Stunt Drill Team. Sultan Planning Board Considers New Zone for Public Uses

The Sultan Planning Board will meet on Tuesday, February 3, 2009 at 7:00pm to consider establishing a new land use zone for public and institutional uses. Public and institutional uses can include city facilities, public safety buildings, schools, food banks and other non-profit facilities. The Planning Board meets in the Community Center located at 319 Main Street in Sultan. The public is encouraged to attend the meetings and share comments. Written comments can be mailed or e-mailed to the City in advance of the meeting.

"This is the first step in a three-step process," explained Community Development Director, Bob Martin. "First, the Planning Board is reviewing the text that will be included in the City's development regulations. If the text is approved by the City Council, the second step is to change the comprehensive plan future land use map to designate appropriate public and institutional properties. Finally, the city would amend the current zoning map."

The Planning Board will also hold two public hearings. The first hearing is to take public comment on amendments to Chapter 17.08 of the Sultan Municipal Code related to flood damage prevention. The Board will also discuss a recent tour of Culmback Dam. The City is working with FEMA and PUD to include flood storage at Spada Lake in proposed revisions to flood insurance maps used to calculate flood insurance premiums paid by Sultan residents.

The second hearing is on amendments to Chapter 7 of the Shoreline Master Plan to remove the City Council from the process to approve development within the city's shorelines. Sultan Garbage Rates Increase February 1st

Garbage rates are going up in Sultan, starting February 1, 2009. Residents and business owners will see the rate increase reflected on their March utility bills. This is the first increase in garbage rates since 2004.

Residential customers who have single-can weekly service will see increased costs from $15.50 to $18.60 per month. Bi-monthly service for a 1-yard commercial dumpster will increase from $28.75 to $34.50. Low-income senior single can service will not increase.

"The rate adjustments are necessary to meet projected operational and maintenance service needs in our garbage collection and disposal services," Mayor Carolyn Eslick said. Both Snohomish County and Allied Waste, notified the City in 2008 of 15% and 20% increases in collection and disposal costs respectively. The City is obligated by state law to manage garbage collection like a private business. Fees collected for garbage service can only be used for providing garbage services and the fees must cover both maintenance and operation of the utility.

Eslick added the council opted for an interim increase pending a garbage rate study later in 2009. The city provides solid waste collection services to about 1500 customers within the city limits.

Robin Shaw Named to the Sultan Planning Board

Robin Shaw, a Sultan resident and business owner, was appointed by unanimous vote of the city council to the Sultan planning board on Thursday, December 11, 2008.  Shaw was one of three candidates interviewed by the city council for the position.  Mayor Carolyn Eslick was present for the interviews and selected Shaw for the planning board position vacated by Scott Zaffram following his resignation due to a work schedule which kept him out of the state. 

"It was a very difficult choice to make," stated Mayor Eslick.  "All three candidates were well qualified. I am pleased that there is such a willingness to serve the Sultan community and I look forward to harnessing this energy to make Sultan a great place to live, work and play," added Eslick.  Under the Sultan Municipal Code, the mayor has the authority to appoint planning board members and the city council confirms the mayor's appointment. 

During her interview, Robin Shaw explained that she is seeking to serve as a member of the city's planning board to assist in helping Sultan go from good to great.  She believes she can help behind the scenes of the city and provide a better knowledge of the city and its needs to her neighbors and other community members. 

"I love Sultan and want to serve the city and its citizens," noted Shaw following her appointment by the city council.

The planning board's primary responsibility is reviewing and monitoring the city's comprehensive plan and development regulations.  Over the next six months, the planning board will work on establishing public participation procedures for amendments to the comprehensive plan and development regulations as required by state law; developing a public institution or public lands and uses zone for publicly owned properties; and revising the development regulations to remove the city council from approving land use applications such as subdivisions and planned unit developments. 

The next planning board meeting is scheduled for 7:00pm on Tuesday, January 6, 2008  in the Community Center located at 319 Main Street, Sultan.

Sultan Council To Meet Police Chief Candidate

The Sultan City Council will hear from Snohomish County Sheriff Lieutenant Jeff Brand, the candidate for the Sultan Police Chief position under the Interlocal Agency Agreement between the City of Sultan and the Sheriff’s Office, at approximately 6:15PM on Thursday, December 11, 2008 at the City Council Chambers located at 319 Main Street in Sultan. The public is encouraged to attend the meeting.

At the meeting Lieutenant Brand will speak for three to five minutes on his background, qualifications, and interest in serving as the Chief of Police for the City of Sultan. Mayor Eslick noted, "This is a terrific opportunity for the City Council and Sultan community to meet Lieutenant Brand to evaluate his qualifications and interest in serving our community."

Lieutenant Jeff Brand is currently serving as the supervising officer for the East Precinct. Under the Interlocal Agency Agreement between the City of Sultan and the Sheriff’s Office, the East Precinct will be moved to the City of Sultan effective January 1, 2009. Brand has been with the Sheriff’s Office since January of 1989. Before serving with the Sheriff’s Office, Brand was a police officer with Clyde Hill Police department. He is married and has five children. He makes his home in the Sky Valley area and is excited to serve the Sultan and the Skykomish Valley.

Following Lieutenant Brand’s presentation, the Mayor and City Council will adjourn to an executive session to discuss his presentation and qualifications to serve as the City’s Chief of Police. The Mayor will make her appointment recommendation and ask the Council for its confirmation later in the open public meeting. Sultan To Improve Internal Accounting Controls

The State Auditor’s Office has completed its audit of the City of Sultan’s 2007 financial records. As a result of the audit, Sultan received one "finding" for deficiencies in internal controls over accounting and financial reporting. The State Auditor’s Office also evaluated a federal grant for capital improvements to Sultan Basin Road. The audit report notes, "The City complied, in all material respects with the auditing standards. There were no deficiencies in the design or operation of internal control over major federal programs." The State Auditor’s Office will present an audit report to the City Council on Thursday, December 11, 2008 at 6:30PM in the City Council Chambers located at 319 Main Street in Sultan.

The auditor reported three deficiencies in internal controls over accounting and financial reporting. First, the City’s cash and investments held at the bank were not reconciled to the City’s accounting system. City staff reconciled the bank statement information to receipting logs and cleared warrants; however no reconciliation was performed to confirm total cash and investments reported in the City’s accounting system reconciled with the actual cash and investments held at the bank. Beginning immediately, the City is reconciling cash receipts, the bank statements and reported ending fund balances on a monthly basis.

Second, City staff did not have sufficient knowledge and experience to correctly process information from the City’s financial software system. The City overstated revenue in the Local Improvement District Fund as a result of a software system error. The error was not identified and revenues were incorrectly stated in the 2007 Financial Report. The error has been corrected in the final financial statements. The State Auditor recommended City staff receive sufficient training in the proper processing of accounting transactions and financial reporting requirements. The State Auditor clarified the training required is related to the City’s financial software system and how information is transferred to the City’s financial statements.

Third, the City had an independent review performed of its financial statements by personnel from the City of Marysville. The auditor noted the independent review was ineffective due to the lack of detailed information on issues noted by the reviewer. As a result, this process did not identify errors to be corrected before the 2007 financial statements were presented for audit. In 2009, the City will seek to have an independent detailed and timely review of its 2008 financial statements performed by an outside consultant.

Sultan Council To Meet Planning Board Applicants

The City Council will hear from Jerry Knox, Paul Pollard, and Robin Shaw, three applicants vying for a vacant seat on the Sultan Planning Board at 6:00PM on Thursday, December 11, 2008 at the City Council Chambers located at 319 Main Street in Sultan. The public is encouraged to attend the meeting. Under the Sultan Municipal Code, the Mayor has the authority to appoint Planning Board members and the City Council confirms the Mayor’s appointment.

Each of the applicants was invited to attend the Council meeting on December 11, following a preliminary interview in late November. The applicants will speak for three to five minutes on their background, qualifications, and interest in serving on the Sultan Planning Board. "This is a terrific opportunity for the City Council and Sultan community to meet the three applicants applying for a position on the Sultan Planning Board," noted Mayor Carolyn Eslick. She added, "Sultan is fortunate to have three qualified city residents applying for the position. Each applicant would bring a different perspective to an already strong Board."

Sultan Winterfest

The 2008 Sultan Winterfest will be Saturday, December 6th from 10 AM to 5 PM at Sultan High School, 13715 310th Ave S.E., Sultan, WA 98294.  Just follow the signs from Hwy 2. 

We have 44 craft booths with hand made items for the Holiday Season as well as for most other occasions.  There is great Chili and Soups as well as other food from the Sultan Band Parents. 

Entertainment will be available all day involving many youth groups including the Sultan High School Honors Choir, Sultan High Jazz Band, etc.

Santa will also be there for visits and pictures.

Winterfest supports Volunteers of America Western Washington Sky Valley Community Resource Center and it's many community outreaches.

This is a great family Holiday tradition for East Snohomish County.  This is also the first opportunity for those who can help with the Giving Tree Program.  This program helps struggling and low income families to provide a great Christmas for their children.  Last year Giving Tree helped 99 Sky Valley Families and 205 children receive gift support.  You can come by and sign up to support the children of one of these families at the Volunteers of America Table at Winterfest.  Sponsorship sign ups also available at the Sky Valley Visitor Information Center at fourth and Main Street in Sultan.

County Offers Free Waste Disposal for Flood Victims

Snohomish County will offer individuals free waste disposal of flood-damaged household goods at county solid waste facilities.

County Executive Aaron Reardon proposed the fee waiver Friday, and the County Council approved the measure Monday.

"This is a chance to help our residents get back on their feet as quickly as possible," Reardon said. "Providing these vouchers for waste disposal is something we can do to lessen the impact."

Fees will be waived for flood-damaged residential waste at county transfer stations in Arlington, Everett and Mountlake Terrace and at county drop boxes in Granite Falls, Snohomish, Sultan, Oso and Gold Bar beginning Tuesday, Nov. 18. The free collection will end Monday, Feb. 16, 2009.

Residents first need to obtain a voucher before taking materials to the transfer station or drop box. A separate voucher is needed for each load. Drop boxes have a 5-cubic-yard limit per load. Commercial and business waste will continue to be charged regular disposal fees.

Items accepted for disposal include: household furnishings, furniture, spoiled food, carpeting, water-soaked plasterboard and appliances (except refrigerators and freezers). Paint and small quantities of household hazardous waste also will be accepted with vouchers at all solid waste facilities. Generally, paint and household hazardous waste is only accepted at the county's Household Hazardous Waste facility in Everett. Hazardous waste must be kept separate from other garbage. Metal should be separated for recycling.

Customers who suffered substantial flood damage may want to call a garbage hauler for rates on large drop-off containers. The cost of these containers and their transport is not covered by the voucher.

Free disposal does not include demolition debris, yard debris, wood waste, concrete, rock, soil and animal carcasses larger than 10 pounds.

Sultan's Plan Approved by State Growth Board

On November 10, 2008 the Central Puget Sound Growth Management Hearings Board found Sultan’s 2008 revisions to the City’s 2004 Comprehensive Plan comply with the State Growth Management Act.  The Board stated, "the City has stepped up to its statutory responsibilities for comprehensive planning and provided a thorough public process and amended and improved its Comprehensive Plan even beyond the Board’s requirements. " The Board’s decision will allow the City to end a moratorium on annexations, planned unit developments and subdivisions that has been in place since March 2008. 

"The City Council, Planning Board and Sultan community worked hard over the last six months to address the compliance issues raised by the Growth Management Hearings Board," said Mayor Carolyn Eslick.  "The Board’s decision will allow commercial and residential development to move forward in a planned and coordinate fashion," added Eslick. 

The approved revisions to the 2004 Plan address how to plan, provide and pay for capital facilities including water, sewer, stormwater, roads, parks and public facilities such as city hall and public works shop.  Revisions to the City’s development regulations include clarifications about when and how property owners will be expected to pay fair-share costs for extensions of planned water, sewer, stormwater, transportation and park systems.  The revised Comprehensive Plan is available on-line here.  

Mayor Eslick noted, "The City’s work is not entirely over.  In the coming months, the Planning Board and City Council will be working to tie up some loose ends including zoning two City owned parcels of land and updating its public participation procedures."

Sultan residents and community members can stay informed about future changes to the Comprehensive Plan by attending the Planning Board meetings on the first and third Tuesdays of each month at 7:00pm and Council meetings on the second and fourth Thursdays at 7:00pm.  Dates and times are subject to change.  Meeting agendas and minutes are available on the City’s website.

Sultan City Council and Planning Board to Hold Joint Meeting

FEMA is Changing the Sultan Flood Zone Map

FEMA Officials will present an overview of the flood zone restudy of the Sultan and Skykomish Rivers to a joint meeting of the City Council and Planning Board on November 18, 2008 at Sultan City Hall located at 319 Main Street, Sultan.  The meeting will begin at 6:00pm. 

The City Council and Planning Board agenda will begin by reviewing the basic legal guidelines for elected and appointed officials, including issues of appearance of fairness and conflict of interest as it relates to elected and appointed officials.  "Since four of the five members of the Planning Board were appointed in July 2008, this information should prove to be interesting and informative," stated Planning Board Chair Frank Linth.

At approximately 7:30pm, FEMA Officials will present an overview of the flood zone restudy.  This restudy of flood modeling of the Sultan and Skykomish Rivers has the potential of raising flood insurance fees for hundreds of households. Many local residents will be impacted.  The study will be completed in early 2009.

Following the FEMA presentation, the Council and Board will discuss and finalize the Planning Board’s 2009 work plan.  This plan will set basic direction and goals for the Planning Board for the upcoming year.  Items on the work plan include revising and adopting public participation procedures, revising the processing for new development and land use applications, and updating the City’s Comprehensive Plan.

Fee Increases Discussed By Sultan Council

Mayor Carolyn Eslick and the Sultan City Council discussed potential fee increases in the water, sewer, garbage and cemetery funds at a budget retreat on Saturday, October 18, 2008. The proposed fee increases are necessary to pay for increasing labor, fuel and operating costs needed to support the City�s utilities which under state law must pay for themselves. The Council will hold two public hearings on the 2009 budget and proposed fee increases on October 23, 2008 and November 13, 2008. The public hearings are scheduled for 7:00pm in the Sultan Council Chambers located at 319 Main Street in Sultan. The Council is scheduled to adopt the 2009 budget on December 11, 2008.

Fee increases discussed by the City Council at the budget retreat could add a minimum of $6.22 to residential utility bills. Other residential fee increases already approved by Council will go into effect on December 1, 2008 including a $5.75/month stormwater utility fee, a $5.04 increase in sewer rates, and a $1.00 increase in water rates.

In the water and sewer budgets, the proposed $3.12 fee increase would cover the cost of the required state excise taxes for water and sewer. Currently, the city pays the state excise taxes from service fees. The City Council also considered a 20% fee increase for garbage fees to pay for increased fuel costs and dump fees. Fuel costs have increased from $5,000 in 2006 to $24,000 in 2009. Dump fees paid by the City will increase 20% per ton effective in 2009. The City operates a cemetery. Council discussed increasing burial fees from $1,200 to $3,200 to fund needed capital improvements and maintenance.

Sultan Seeks To Fill Planning Board Vacancy

Sultan community members with an interest in the future growth and character of the city are invited to apply for a vacancy on the Sultan Planning Board. Scott Zaffram is stepping down from the Board due a heavy work schedule. The Planning Board seat vacated by Mr. Zaffram is for a two-year term which expires on July 1, 2010.

The Sultan Planning Board consists of five (5) members appointed by the City Council. The Planning Board advises and makes recommendations to the City Council on all matters relating to the future physical development of the city with respect to land use and development zoning and subdivision regulations, and the city's Comprehensive Plan.

Sultan City Council Considers Regional Police Contract

The Sultan City Council will hear a presentation from the Snohomish County Sheriff's Office on a proposed regional police services contract with the Sheriff's Office for 2009. The presentation will highlight the cost differences between the current in-house police department and the regional model and will cover the features proposed in a regional contract.

Following the presentation, Mayor Eslick and the City Council may consider setting a public hearing for October 23, 2008 and/or November 13, 2008 to take public input on a proposed police services contract.

The City Council discussed three police department business models; in-house chief, contract chief, and regional services contract at its budget workshop on September 4, 2008, noted Mayor Carolyn Eslick. There was enough interest in seeing how the regional model would pencil out in terms of cost and service delivery, the City Council requested the Sheriff's Office prepare a regional services contract for consideration, added Eslick.

The proposed regional contract would establish a precinct office in Sultan potentially increasing the overall police presence in Sultan and the Sky Valley. However, the regional model has the potential of lowering police levels of service in Sultan to a minimum of one officer on duty within the city limits. The benefit of the regional model is the total number of staff working out of the Sultan Police Department facilities would increase from 7.5 FTE to 23 FTE.

The Sultan City Council considered a contract with the Sheriff's Office in 2007 which would have replicated the City's in-house police department and current levels of service. The City currently contracts with the Sheriff's Office for police chief services. Snohomish County Sheriff Sergeant, Rick Hawkins has been acting as Sultan's Interim Police Chief since February 2008.

Sultan Skate Park and Grand Opening Dedication

Weather permitting, skate park ramps will be installed on the pad at the corner of First Street and Main Street the week of October 6th. This will complete Phase I of the skate park project. Fencing, dedication plaque, drinking fountain and other amenities will be added in 2009.

The City, Volunteers of America and other teen organizations are planning a Sultan Skate Park and Grand Opening Dedication in anticipation of the ramp installation. The dedication is planned for:

Sultan Basin Road Closed for sidewalk improvements from September 5, 2008 until October 7, 2008

Sultan Basin Road will be closed between US 2 and 142nd Street SE beginning September 5, 2008 and continuing through October 7, 2008 to extend the sidewalk on the west side of Sultan Basin Road. The road closure is necessary to install a retaining wall. Access to Sultan Basin Road will be via Rice Road. Detour signs will be posted to assist drivers. The contractor has been offered an incentive to reopen the road to one-way traffic as quickly as possible.

The project is necessary to close a gap in the sidewalk between the Timber Ridge development at 142nd Street SE and the recently relocated intersection at US 2. This project is part of the City's continuing effort to expand its pedestrian and non-motorized facilities.

The contractor has sent written notification of the road closure to City Departments, Fire District 5, Sultan School District and the US Postal Service.

Sultan's Comprehensive Plan Open for Comment

Proposed changes to Sultan's 2004 Comprehensive Plan are available for public comment until August 31, 2008. Copies of the 2008 Draft Revisions to the 2004 Comprehensive Plan (Plan) are available on the City's official website at www.ci.sultan.wa.us/council/community_development/2008comp_plan/ or by contacting City Hall at 360-793-2231.

The proposed 2008 revisions to the Comprehensive Plan are intended to address Growth Management Act (GMA) compliance issues identified by the Growth Management Hearings Board. A significant compliance issue identified by the Growth Management Hearings Board was the City's planning for capital facilities did not demonstrate how the City would pay for the water, sewer, roads and parks to needed to serve future growth.

"The City Council and Planning Board have worked hard over the last six months to address the compliance issues raised by the Growth Management Hearings Board", said Mayor Carolyn Eslick. "There are important revisions to the 2008 Plan that will affect the Sultan community. We encourage people to review the revisions and let us know their thoughts," added Eslick.

The revisions, for the most part, address how to plan, provide and pay for capital facilities including water, sewer, roads, parks and public facilities such as city hall and public works shop. Revisions to the City's development regulations are proposed to clarify when and how property owners will be expected to pay fair-share costs for extensions of planned water, sewer, stormwater, transportation and park systems.

Key changes to the plan include:

  • Reducing transportation level-of-service from LOS B (fairly free flowing) to LOS D (stable flow with acceptable delay during peak travel hours).
  • Increasing transportation impact fees paid by developers from $1,837 to $5,272 per peak hour trip. Developers may pass these costs on to home buyers in the form of higher home costs.
  • Removing the proposed road connection between the Dyer and Skywall neighborhoods and keeping the planned sewer extensions.
  • Requiring property owners served by septic systems to abandon their septic systems or pay a hook-up fee when sewer utilities extended past their properties.
  • Reducing park level-of-service from 42.6 acres per 1,000 residents to acquiring a new community park.
  • Decrease park impact fees from $3,415 to $3,175 per dwelling unit.
  • Removing the condition of having 2.6 officers per 1,000 residents as a condition of development approval. The City will strive to provide quality public safety service and balance police expenditures with other city service needs.
  • Reorganizing the Plan to enhance readability.
  • Revising the 2004 Plan's estimate of 1,500 existing jobs in Sultan to 1,010. The 2025 employment estimate of 2,000 employees will not change.
  • Revising the total area to be served by City infrastructure by 2025 from 2,557 acres which was inaccurate to 2,304 acres.
  • Confirming the ability of the future city limits to accommodate 11,119 people in 2025. The city's current estimated population is 4,530.
