You May Be Entitled to $30,000

If you have flood insurance and your building has sustained flood damage which equals 50% of its value during the life of the structure, and the City has ordered your structure be brought into compliance with SMC 17.08 Flood Damage Prevention Regulations, you are entitled to a one time insurance claim up to $30,000 to flood-proof your structure through the Increased Cost of Compliance Coverage (ICC) you pay for as part of your insurance coverage.

FYI: If your building has sustained any damage which equals 50% of its value during the life of the structure, you are required to bring it into compliance with the codes, whether you have insurance or not. Flood Insurance

Most insurance companies in this area are aware of Sultan's Elevation Certificate Program. Be sure you have an Elevation Certificate to keep your flood insurance rates to a minimum. Any property owner in the City of Sultan is eligible to obtain Flood Hazard Insurance, since the city participates in the National Flood Insurance Program. Purchasing or refinancing a home will trigger a requirement for flood insurance by the lender. Coverage in the event of flooding is not included in typical homeowner's insurance policy. Flood Insurance is available through your own agency or broker and includes flooding from ponding/drainage problems, snowmelt flooding, runoff on hillsides, or any flooding involving surface water. Contents of the building are a separate coverage available for flood-related erosion and mudslide. Replacement cost coverage is available for principle residences. Typically, your flood insurance will not take effect until 30 days after your purchase.

Map Determinations and Library Information

A map determination is simply figuring out where the 100-year flood elevation is in relation to your home or business. This information is used to prepare an Elevation Certificate. Flood insurance rate reductions are possible if you have a map determination and an Elevation Certificate is prepared for your property showing your lowest floor to at or above the 100-year flood elevation. The Sultan Library has a complete set of catalogued reference materials including flood maps and studies, flood insurance guidelines, and how to protect flood prone property. Information on other flood improvements, such as elevation of your building, or flood-proofing the lower portion, is available from the City.

Natural and Beneficial Functions of Floodplains

Floodplains provide natural flood and erosion controls through flood storage and conveyance. They help reduce flood velocities and flood peaks and help maintain water quality by filtering nutrients and impurities from runoff. They process organic wastes and moderate temperature fluctuations, promote aquifer recharge, which reduces frequency and duration of low surface flows, and they support biologic resources. Biodiversity, as well as the integrity of the ecosystem are assisted by floodplains. Floodplains enhance fish and wildlife habitats, agriculture lands, forest and provide areas for active and passive recreational uses.

Flood Hazard Areas

There are three flood zones in the City limits of Sultan:
  1. The Floodway, which is located south of Dyer Road and Skywall Drive alongside the Skykomish River and West of 1st Street bordering the Sultan River.
  2. The 100-Year Flood Zone, which contains a large portion of the City.
  3. The 500-Year Flood Zone, which is a small fraction of the City found mostly on the fringes of the 100-Year Zone.


Drainage System Maintenance

With the proposed adoption of the Drainage Utility Rate Structure, and drafting of the Comprehensive Drainage System Inspection and Maintenance Program the City is taking a more proactive approach to insure the functions and values of the natural and man made drainage systems are maintained.

To date, the City has enforced the Critical Areas Codes prohibiting dumping or filling along the streams, wetlands and other critical areas listed in the Unified Development Code. A major part of the plan will be based on property owner's support and cooperation in identifying and reporting possible problem areas or violations.

Flood Warning

Do not forget the role and responsibility of each and every citizen in the event of a flood. Be Prepared! If there is a need to evacuate, you will be notified through the Emergency Broadcast System, door-to-door contacts, and all other means available including mobile sirens and public address systems.

Flood Safety

Every home needs to be prepared and stay prepared! This fall, review your flood procedure at home with your family and take the time to put your Emergency Preparedness Kit together, also check the batteries in your flashlight and radio.
  • If you have propane tanks, be sure they are turned off and scured to the ground. Floating propane tanks are a hazard to everyone.
  • Remember, a supply of drinking water, emergency food, a first aid kit, and flashlights are the bare minimums.
  • Secure your home before leaving. Turn off the electricity, gas and water if possible.
  • Fill your car's gas tank. Gasoline pumps will not be working if electricity has been cut off.
  • If there is time, some items to take with you are:
    • Prescription medications (insulin, oxygen, nitroglycerin, etc.)
    • Eyeglasses
    • Clothing (enough for at least 24 hours)
    • Personal Items (toiletries, documents, photo albums, etc.)
    • Bedding (sleeping bags, blankets, pillows)
    • Baby or child supplies (food, diapers, and toys)
    • Money (cash, credit cards, checks, etc.)
    • Proper Identification (especially important for small children)
    • Pets will be allowed at shelters; bring food for pets. Dogs must be leashed.


Evacuation Plan

A planned evacuation may resemble a vacation rather than fleeing in the night.

The schools may close early, busses may not run, and you need to have a safe prearranged location for you and your children to meet. Make sure you have a phone number of a friend or relative out of the area for your family members to check in with. This is an excellent way to make sure everyone in your family is accounted for.

Do not drive through floodwaters; it is the number one cause of flood deaths and is against the law.

  • If you live east of Wagley Creek in the Dyer addition, you should pay close attention to Wagley Creek.
  • The SR 2 Bridge over the Sultan River was nearly shut down during the flood of 1995.
  • The Public Works Department will post signs on barricades for evacuation routes and some streets may become one way during the emergency.
